Retreat Purpose:
Strengthen the working relationships between and among members of the governing body
Clarify and confirm expectations of governing body and staff
Review progress on 2018-2021 strategic plan and refine the strategic direction for the
organization
Focused conversations on Critical Success Factors and Priority Projects
Preparation
The Mayor and each Councilmember will be given 5 to 7 minutes to share with the group the legacy they
want to leave as a member of this governing body. Your statement should answer questions such as:
What do I want to accomplish together with my colleagues?
How do I want my friends and allies to remember me?
How do I want my opponents to remember me?
What do I want to be “known for” after I have left office?
What difference will I make?

Agenda Item Outcome: Create a safe environment for honest exchange of ideas.
Legacy Statements
The Mayor and Common Councilmembers will each will be given 5 minutes to share with the group the
legacy they want to leave as a member of this governing body.
Agenda Item Outcome: Listen to each member’s legacy statement and see what legacy the Mayor and
Common Council might leave as a governing body.
Review Progress on 2018-2021 Strategic Plan
The building blocks of Strategic Planning include a vision for the future, a clear mission for the
organization that is executed with common values, and an understanding of the "Critical Success
Factors" – the big overarching things that "must go well" in order to achieve the vision.
o Review current vision and Critical Success Factors
o The City Administrator will provide an update on progress to date on the Priority Projects
in the 2018-2021 Strategic Plan
o Celebrate success and progress and determine what might be missing
Agenda Item Outcome: Review and revise (if needed) the vision and critical success factors that are
required to secure a positive future for the City of Westminster.
Critical Success Factors
The governing body will have an opportunity to discuss their vision for the Critical Success Factors
and share what they believe is necessary to move the City and the community forward.
o Strong Partnerships and an Engaged Community
o Water and Sewer Capacity for Future Generations
o Responsible Stewardship of City Resources
o A Safe and Livable Community
Agenda Item Outcome: Develop a common vision and clarify what is needed for Priority Projects in each
to move the City and community forward.
Priority Issues
Prioritize the workplan for the coming two years.
Agenda Item Outcome: Identify and prioritize initiatives for the current planning period.

Review expectations from 2017 retreat
Identify and discuss any revisions or clarifications
Agenda Item Outcome: Clarify expectations and roles, identify any changes needed to this document
and/or current practices.
Next Steps
Identify what support the Mayor and Common Council needs from staff to maintain focus on their
priority issues and what support the City Administrator needs from the Mayor and Common
Council to move the Priority Projects forward.
Agenda Item Outcome: Clarity regarding the path forward.
Parting Thoughts/Adjourn
As the retreat comes to a close, each participant will be asked to share a parting thought on how
they feel about the work done during the retreat.
