DEPARTMENTAL REPORTS
Administration
City Administrator lmhulse thanked the Mayor and Common Council on behalf of the City staff on their
support to all the departments of the City. City Administrator lmhulse highlighted the many holiday events
and activities taking place in the downtown.
Department of Recreation and Parks
Director of Recreation and Parks Gruber noted the many events taking place in the City's downtown
area during the holiday season. Director Gruber closed by wishing everyone on behalf of the Recreation
and Parks Department a Happy holidays.
Department of Public Works
City Administrator lmhulse on behalf of the Department of Public Works provided an updated on the
City's Water Reuse Project.
Technology Services
Director of Technology Services Moore reminded everyone of the cyber attacks and to be mindful of
emails being received. Director Moore closed by wishing everyone a Happy holiday.
Community Planning and Development
Director of Community Planning and Development Depa reported that on December 4, 2024, the Historic
District Commission reviewed the architectural elevations for the new Shepard Staff building at 30 Carroll
Street, which is in the Historic District, and provided a favorable recommendation to the Planning and
Zoning Commission and discussed the planning of The Nation's 250th Anniversary.
On December 19, 2024, the Planning and Zoning Commission is tentatively scheduled to hold a work
session for Local Map Amendment LMA 24-02 for A1 Urban Living Condominium, located at 222 E.
Green Street. The Planning and Zoning Commission is also tentatively scheduled to review and discuss
the following: Site Development Plan S-23-0036, Shepard Staff, to construct a 5,786 square foot two
story community center/meeting hall building on .28 acres at 30 Carroll Street; Site Development Plan
S-18-0037, My K-9 Buddy, to construct a 40,000 square foot indoor dog training and event facility on
5.42 acres on Lot 5A of the Meadow Branch Industrial Park subdivision, which is approximately 230 feet
south west of the Meadow Branch Road/Kriders Church intersection; and McDaniel Overlook
Subdivision Plat, subdividing a 1.27-acre parcel, located approximately 150 feet northeast of the Lower
Field Circle/Wyndtryst Drive intersection, into two lots to construct a single-family detached dwelling unit
on each lot.
On January 7, 2025, the Board of Zoning Appeals is scheduled to hear the following: Continued BZA
Case No. 24-05, an appeal of the Zoning Administrator's June 11, 2024, decision regarding signage at
301 East Main Street in the City of Westminster (SDAT #07-053096); BZA Case No. 24-05, and appeal
of the Zoning Administrator's September 27, 2024, initial Notice of Violation for 279 E. Main Street for
the unapproved operation of a retail sales establishment at the property, and the installation of
unapproved signage at the property, and the illegal use of City sidewalk.
Finance
City Administrator lmhulse on behalf of the Department of Finance noted the department's work on the
audit for FY24 and the preparations for the FY26 Budget.
