• • CITY OF WESTMINSTER BOARD OF ZONING APPEALS MEETING SUMMARY Tuesday, October 3, 2017, at 6 PM City Hall, 1838 Emerald Hill Lane A meeting of the City of Westminster Board of Zoning Appeals was held at City Hall, 1838 Emerald Hill Lane in Westminster, Maryland, 21157, on October 3, 2017, at 6 PM. Chair Ed Cramer, Vice-Chair Larry Berent and Board Member Ken Bonner were present. Board Attorney Eric Blitz was present. City staff Andrew Gray was present. Mr. Al Betz of Al Betz & Associates, Inc. was present. The following were present: Erik Barvir At 6:00 PM, Chair Cramer called the meeting to order. Vice-Chair Berent moved to approve the meeting summary of July 11, 2017 with two minor corrections. Board Member Bonner seconded. The motion passed. Board Member Bonner moved to approve the closed meeting summary of July 11, 2017. Vice- Chair Berent seconded. The motion passed. Chair Cramer opened the public hearing for Case #17-03. The Chair stated the purpose of the hearing and read the title into the record. The Chair swore in Mr. Erik Barvir. Chair Cramer asked Mr. Gray to present the City Staff Report. Mr. Gray summarized the staff report, dated September 29, 2017 with a recommendation that the Board of Zoning Appeals approve the proposed Special Exception use with the condition that four parking spaces be provided as required by City Code. This was submitted into the record as Exhibit# 2. Mr. Erik Barvir gave testimony regarding his intent to make the existing structure at 113 Pennsylvania Avenue into two legally conforming dwelling units. Construction will include interior renovations without enlarging the structure. Testimony presented during the hearing confirmed to the Board the existing garage would meet the requirements for three of the four required parking spaces, per City Code. Required parking will be provided using the existing three car garage and constructing a single space parking pad to the side of the existing garage. Mr. Barvir concluded his testimony with how the proposal would meet the Livability Code and City Code requirements. Discussion ensued on how this project will preserve the existing home. Board Member Bonner made a motion to approve the proposed special exception use with the condition that four parking spaces be provided as required by City Code. Vice-Chair Berent seconded.
