MEETING SUMMARY
Tuesday, January 9, 2018, at 6 PM
City Hall, 1838 Emerald Hill Lane
A meeting of the City of Westminster Board of Zoning Appeals was held at City Hall, 1838 Emerald
Hill Lane in Westminster, Maryland, 21157, on January 9, 2018, at 6 PM.
Chair Ed Cramer, Vice-Chair Larry Berent and Board Member Ken Bonner were present. Board
Attorney Eric Blitz was present. City staff Andrew Gray was present. Mr. Al Betz of Al Betz &
Associates, Inc. was present.
The following were present and signed in: Angela Zepp-Million and Thomas Zepp.
At 6:00 PM, Chair Cramer called the meeting to order. Board Member Bonner moved to approve
the meeting summary of October 3, 2017. Vice-Chair Berent seconded. The motion passed.
Chair Cramer opened the public hearing for Case #18-01. The Chair stated the purpose of the
hearing and read the title into the record. The Chair swore in Ms. Angela Zepp-Million.
Board Members asked Mr. Gray for clarification regarding the applicability of Article 20 of the City
Code in this particular case and whether the existing use was legally operating under current
zoning.
Chair Cramer asked Mr. Gray if there was anything he would like to add to the staff report. Mr.
Gray briefly touched on some of the key points in the staff report, dated January 5, 2018 with a
recommendation that the Board of Zoning Appeals carefully consider approval of the proposed
Special Exception with the conditions that off-street parking requirements will be met, the
proposed structure will be able to safely accommodate the proposed expanded day-care use,
and that all proper licensing will be obtained by the applicant.
Ms. Zepp-Million provided background information on why she was requesting a special exception
for Loving Start Family Daycare. Testimony included size of the existing daycare facility, parking
requirements, proper licensing, and the timeframe of applying for a water allocation.
Chair Cramer inquired about whether her licensing was up to date. Vice-Chair Berent inquired
about any recorded violations in the history of her childcare service.
Board Member Bonner made a motion to approve the proposed special exception use
with no conditions. Vice-Chair Berent seconded. The motion passed unanimously.
Board Member Bonner made a motion to adjourn. The Board adjourned at 6:35 PM.
