CITY OF WESTMINSTER BOARD OF ZONING APPEALS MEETING SUMMARY Tuesday, July 2, 2019, at 6 PM City Hall, 1838 Emerald Hill Lane Westminster, Maryland 21157 A meeting of the Westminster Board of Zoning Appeals was held at City Hall, 1838 Emerald Hill Lane in Westminster, Maryland, 21157, on July 2, 2019, at 6 PM . Vice-Chair Larry Berent, and Board Member Ken Bonner were present. Board Attorney Eric Blitz was present. City staff Andrew Gray was present. Ms. Tierney Dedmon of Al Betz & Associates, Inc. was present. At 6:05 PM, Vice-Chair Berent called the meeting to order. Vice-Chair Berent moved to postpone the approval of the May 7, 2019, meeting summary to the next meeting since only one member is currently present who attended that meeting. Board Member Bonner seconded. The motion passed. Board Member Bonner made a motion to amend the agenda to include approval of the April 2, 2019 meeting summary. Vice-Chair Berent seconded. The motion passed . Board Member Bonner made a motion to approve the April 2, 2019 meeting summary. Vice-Chair Berent seconded. The motion passed. Vice-Chair Berent opened the public hearing for Case #19-05. The Vice-Chair stated the purpose of the hearing and read the title into the record. The Vice-Chair swore in all parties who wished to testify. Mr. Gray summarized the main points in the staff memo, dated June 28, 2019, with a staff recommendation that the Board of Zoning Appeals carefully consider the proposed variance, based on the evidence and testimony provided during the hearing. Mr. Keith Farless gave background information on the project; why he is requesting a variance; described the existing conditions; the proposed deck; and the existing building in relation to the property line. Mr. Farless testified to the items contained in§ 164-161 A. (3) (a) of the City Code. Board Member Bonner made a motion to grant the variance for the proposed deck, as discussed. Vice-Chair Berent seconded. The motion passed 2-0. Board member Bonner made a motion to adjourn. The Board adjourned at 6:40 PM.
