Westminster Historic District Commission MINUTES OF MEETING Wednesday, March 2, 2016 City Hall, 7:00 PM 1. Call to Order a. Statement of Authority—The Westminster Historic District Commission derives its authority from Chapter 164, Article 9A of the City Code; which is derived from Md. Code Annotated, Land Use Article, Division 1, Single Jurisdiction Planning and Zoning, Title 8, Historic Preservation. The qualifications of the Westminster Historic District Commission are on file at the City Administration Building, 56 W. Main Street; the file is open to the public. b. Roll Call In attendance were Kristen McMasters, Chair, Dean Camlin, Co-Chair, Commissioners Kevin Wagman, Sherri Hosfeld-Joseph and Steven Colella. City staff, Marge Wolf and Andrew Gray were present. 2. Approval of Minutes The January 6, 2016 meeting minutes were approved by Commissioner Wagman and seconded by Commissioner Camlin. 3. Public Hearings No public hearings were scheduled. 4. Old Business No old business. 5. New Business a. Flower and Jazz Festival discussion – Chair McMasters opened discussion by mentioning, the Commission will be sharing a table, at the Flower and Jazz Festival, with the City, on May 7, 2016. Chair McMasters wanted Commission members to suggest times that were convenient for them, to represent the Historic District Commission, at the Flower and Jazz booth. Chair McMasters – Noon to 2:00 PM Co-Chair Camlin – 10:00 AM to Noon Commissioner Wagman – 10:00 AM to Noon Commissioner Colella – Noon to 2:00 PM Commission will ask Commissioner Goodell about the 2:00 PM to 4:00 PM shift. Commissioner Camlin would like to have 8½” X 11” maps, depicting the Historic District boundaries, for people to take. Posted April 7, 2016 Chair McMasters would like a display with historical locks, doorknobs and a guess what it is display for kids. Commissioner Hosfeld-Joseph will make a Westminster Historic Door poster for the City to sell at the booth. Commissioner Wagman made a motion to fund $200.00 towards the posters which are to be sold at the Flower and Jazz Festival. Commissioner Camlin seconded. b. Holiday House Tour discussion – Chair McMaster suggested that all cookies, food and tickets be sold at the Church of the Brethren. The Commission decided to start the house selection process by contacting the Belle Grove Square Homeowners Association, to see if they will be able to pass the information off to the homeowners. Commissioner Hosfeld-Joseph would like to get a poster depicting Belle Grove Square in 4 different seasons. Commissioner Hosfeld-Joseph would like general information about the Historic House Tour, sent to her for placement on flyers, to be handed out at the Flower and Jazz festival. The flyers will potentially have a historic door background. A task list will be sent out so Commissioners will be able to decide who will be responsible for different parts of the House Tour. 6. Commissioner Reports a. Chair McMasters – Received an invite from the Historical Society of Carroll County, for a Historic Consortium, with businesses in the Historic District. Chair wanted fellow Commission members to inform her if they had ideas they wanted to share at the event, so she could discuss them at the March 13th meeting. b. Commissioner Wagman – Was touched by the love Westminster gave to Jeannie Vogel at her funeral. 7. Staff Report a. Mr. Gray asked Commission members if they would like to be members of Preservation Maryland. Chair McMasters and Commissioner Hosfeld-Joseph responded yes. 8. Public Comment Ed Gregg, member of the Carroll County Historic Society, suggested the City make hats with the name Westminster, to advertise the City. Mr. Gregg also mentioned the County HDC receives information from SHA and other agencies about work that may affect historic properties (ex. bridges and antennas). 9. Adjournment Co-Chair Camlin made a motion to adjourn the meeting at 8:01 p.m. Commissioner Hosfeld-Joseph seconded the motion. Posted April 7, 2016
