Westminster Historic District Commission MINUTES OF MEETING Wednesday, June 1, 2016 City Hall, 7:00 PM 1. Call to Order a. Statement of Authority—The Westminster Historic District Commission derives its authority from Chapter 164, Article 9A of the City Code; which is derived from Md. Code Annotated, Land Use Article, Division 1, Single Jurisdiction Planning and Zoning, Title 8, Historic Preservation. The qualifications of the Westminster Historic District Commission are on file at the City Administration Building, 56 W. Main Street; the file is open to the public. b. Roll Call In attendance were Kristen McMasters, Chair, Dean Camlin, Vice-Chair, Commissioners L. Kevin Wagman, Jane Kacmarski, Greg Goodell and Steven Colella. City staff: Marge Wolf and Andrew Gray were present. Guests: Christopher Dorsey 2. Approval of Minutes Commissioner Wagman made a motion to approve the April 4, 2016 meeting minutes. Vice-Chair Camlin seconded. The motion passed 3. Public Hearings No public hearings were scheduled. 4. Old Business a. Holiday House Tour (update) – Mr. Gray reviewed the Staff Report. Mr. Gray presented and reviewed the proposed house tour timeline with the Commission. The Commissioners made minor suggestions. Mr. Gray will revise and resend. Chair McMasters would like to have multiple money boxes in order to be able to sell tickets the day of the house tour. Commissioner Colella wanted to commend City Staff on providing promotional materials in a timely matter for events the HDC is involved in. 5. New Business a. TC# 15-02 (Dorsey) – Mr. Gray introduced Mr. Dorsey and reviewed the Staff Report on the proposed tax credit. Mr. Gray summarized the staff report which recommended approval of TC# 15-02. Adopted: July 6, 2016 Vice-Chair Camlin made a motion to approve TC# 15-02. Commissioner Wagman seconded. The motion passed 6. Commissioner Reports a. Chair McMasters commented on the Flower and Jazz Festival. The Chair mentioned that it would be appropriate for HDC Commissioners to have business cards to give to property owners who would like more information about the HDC. Chair McMasters informed the Commission there was no live reenactment at the Celebrate America event due to the weather. The Chair also informed the Commission on her discussion with Tony Eckard, Carroll County Public Library, on how to properly welcome new residents to Westminster. b. Vice-Chair Camlin explained that he is working with the Carroll County Historical Society to design their exhibit and office space, including City Hall. Vice-Chair Camlin also briefed the Commission on his informative meeting with the Maryland Historical Trust. c. Commissioner Wagman had no report d. Commissioner Goodell reported that the final shutter was installed on City Hall. e. Commissioner Kacmarski reported that Gainor Davis would like to continue the positive communication between the HDC and Historical Society. f. Commissioner Colella reported that Sykesville is five days away from being named the coolest small town in America. 7. Staff Report a. No Report 8. Public Comment No public comment 9. Adjournment Chair McMasters made a motion to adjourn. Commissioner Goodell seconded. The motion passed. Adopted: July 6, 2016
