HISTORIC DISTRICT COMMISSION
MEETING SUMMARY
Wednesday, April 4, 2018, at 7 PM
City Hall, 1838 Emerald Hill Lane
I. Call to Order
A. Statement of Authority - The Westminster Historic District Commission derives its
authority from Chapter 164, Article 9A of the City Code, which is authorized by
Maryland Code Annotated, Land Use Article, Division 1, Single Jurisdiction Planning and
Zoning, Title 8, Historic Preservation. The qualifications of the Westminster Historic
District Commission are on file at the City Administration Building, 56 W. Main Street;
the file is open to the public.
B. Roll Call
1. In attendance were Chair Kristen McMasters, Vice-Chair Dean
Camlin, Commissioner Suzanne Albert, and Commissioner Kevin Wagman.
2. City staff: Andrew Gray and Samantha Parthree were present.
IL Approval of Minutes
A. Commissioner Wagman made a motion to approve the summary of the meeting on
February 14, 2018. Vice-Chair Camlin seconded. The motion passed.

IV. New Business
Item A - 2018 Flower and Jazz Festival Sign Up - Mr. Gray presented the city staff report
dated March 2, 2018 which included a chart with three time slots so Commission members
could coordinate the staffing of the Historic District Commission booth. Commission
members reviewed and coordinated their times so the Commission booth would be staffed
for the entire event.
Item B - Section 106 Review of Telecommunications Equipment at 706 Agricultural Center
Drive - Mr. Gray provided background information on the previous City policy for
responding to Section 106 reviews and how the Commission will now be formally
conducting these reviews. Mr. Gray presented the City staff report dated March 28, 2018.
The Commission decided that this proposal did not have any negative impacts on the
Westminster Historic District and requested that any changes to this project be brought
before the Commission for review. Commissioner Albert made a motion to approve the
Section 106 Review of Telecommunications Equipment at 706 Agricultural Center Drive.
Commissioner Wagman seconded. The motion passed unanimously.
Item C-Section 106 Review of Telecommunications Equipment at 2 College Hill Drive- Mr.
Gray presented the City staff report dated March 28, 2018. Chair McMasters requested the
proposed equipment incorporate in-kind coloration of the existing City water tower for
stealthing purposes. Commissioners requested that any changes to this project be brought
before the Commission for review. Commissioner Albert made a motion to approve the
Section 106 Review of Telecommunications Equipment at 2 College Hill Drive.
Commissioner Wagman seconded. The motion passed unanimously.
V. Historic District Commission Reports & Public Comment
Vice-Chair Camlin mentioned that he currently is unable to locate his original copy of the
Standards for Renovation Westminster and offered to redraw the graphics. He also
announced upcoming work at 12 Carroll Street, which may include a fai;:ade proposal for
review by the Commission. He stated he would recuse himself from the discussion due to
his involvement with the project.
Mr. Gray stated that he is continuing work on updating the Rules of Order and Procedure
for Tax Credits and Restoration and Rehabilitation. Additionally, two updated applications
will be created to accompany these rules.
VI. Adjournment
Vice-Chair Camlin made a motion to adjourn. Chair McMasters seconded. The
Commission adjourned at 7:55 pm
