HISTORIC DISTRICT COMMISSION
MEETING SUMMARY
Wednesday, January 9, 2019, at 7 PM
City Hall, 1838 Emerald Hill Lane
A meeting of the City of Westminster Historic District Comm ission was held at City Hall, 1838 Emerald Hill
Lane in Westminster, Maryland 21157, on January 9, 2019, at 7 PM.
I. Call to Order
Chair Kristen McMasters read the statement of authority into the record .
Chair Kristen McMasters, Vice-Chair Dean Camlin, Commissioner Suzanne Albert, and Commissioner Steve
Colella were present. City staff Andrew Gray was also present.
II. Approval of Minutes
Commissioner Colella made a motion to accept the meeting summary for November 7, 2018. Vice-Chair
Camlin seconded. The motion passed unanimously.

IV. New Business
Chair McMasters introduced New Business Item A - Section 106 Review of Modifications to
Telecommunications Equipment at 2 College Hill Drive (Sprint) . Mr. Gray provided background information
and an overview of the project with a recommendation that the Historic District Commission review the
attached information and provide feedback and/or questions regarding the proposal.
Vice-Chair Camlin noted that the proposed changes are to occur inside the tower, which is inside the
fenced in enclosure, and that proposed changes will not be visible . The Chair asked staff to draft a letter
that included the following : "We appreciate you asking for our consideration in the Section 106 process.
The Commission did not find any substantial change . We therefore find no significant impact on historic
resources. The Commission would like any further changes to the exterior of the to w er brought back to
the Commission for review. "
Vice-Chair Camlin made a motion to accept the language and for the Chair to respond in an appropriate
manner. Commissioner Colella seconded . The motion passed .
V. Historic District Commission and Public Comments
Chair McMasters mentioned a potential new commission member Grace Kelly Lawler.
Commissioner Colella inquired about term limits and re-appointments.
Commissioner Albert mentioned the proposed ordinance for the sale of firearms in the downtown area .
Vice-Chair Camlin mentioned Historic Advocacy Day is on January 31, 2019.
VI. Adjournment
Vice-Chair Camlin made a motion to adjourn. The Commission adjourned at 7:38 PM.
