CITY OF WESTMINSTER HISTORIC DISTRICT COMMISSION INFORMAL MEETING SUMMARY Wednesday, May 5, 2021, at 7:00 PM Virtual meeting via Zoom and broadcasted live on the City Facebook page Westminster, Maryland 21157 The City of Westminster Historic District Commission did not hold a formal meeting in May due to a lack of quorum. Call to Order Chair McMasters read the statement of authority into the record. Chair Kristen McMasters and Commissioner Kevin Wagman were present. City staff Sandy Anderson, Mark Depo, Andrea Gerhard, and Samantha Schlitzer were also present. Due to a lack of quorum, the Commission proceeded with an informal discussion on the placement of the repaired monument at Belle Grove Square Park. Staff presented the Commission with information on placement and the reasoning behind the decision for the selected location, citing pedestrian safety, increased protection from vehicle traffic, and showcasing the entire park for visitors. Commissioner Wagman suggested the Commission meet on site to further discuss the placement of the monument. He also suggested installation during May in correlation with Historic Preservation Month. The Commission agreed to meet on location for additional discussion the following week. Commissioner Reports Chair McMasters reported that the Historic Preservation essay contest did not have any entrants this year. She requested the Commission consider what it could provide to the essay winner in addition to a letter of recommendation. Chair McMasters also noted that she would be the keynote speaker at the May 18 Box Lunch Talk, hosted by the Historical Society of Carroll County, and would be discussing the Historic District Tax Credits offered by the City and State. Finally, Chair McMasters asked that staff update the City webpage with current information on the Commission members. Mr. Depo affirmed it would be updated the next business day. Page 2 of 2
