MEETING SUMMARY
Wednesday, September 7, 2022, at 7:00 p.m.
In-Person Meeting and broadcasted live on the City YouTube Channel
A meeting of the City of Westminster Historic District Commission was held in person and
broadcasted live on the City YouTube Channel on Wednesday, September 7, 2022, at 7:00 p.m.
Call to Order
Chair McMaster read the statement of authority into the record.
Chair Kristen McMaster, Commissioner Joshua Ambrose, Commissioner Christine Ameduri, and
Commissioner Kevin Wagman were present. City staff member Mark Depo was also present.
The following members of the public were present: None.
Approval of Minute Summary
Motion: Commissioner Wagman moved to approve the meeting summary for August 3, 2022,
as presented. Commissioner Ameduri seconded the motion, and the motion passed
unanimously (4-0).
Old Business
Election of Vice Chair
Motion: Commissioner Ambrose moved to approve Commissioner Ameduri to the position of
Vice Chair to the City of Westminster Historic District Commission for a two-year term.
Commissioner Wagman seconded the motion, and the motion passed (3-1). Note for the
Record: Commissioner Ameduri abstained.
Commission Discussion regarding the Historic District Commission Goals within the
Westminster Comprehensive Plan 2009
Chair McMaster discussed with the Commissioner’s on the items that were being brought
forward for consideration by the Historic District Commission to the City regarding historical
preservation in their Historic District Commission Action Plan. the goals of the Commission. The
Commission discussed the goals of the commission and the adding of properties to the
Maryland inventory of Historic Properties inventory list. Director Depo advised that the
information submitted by the Historic District Commission would be reviewed by himself and
City Administrator Imhulse. The Historic District Commission requested that they would like to
receive input from the Maryland Historic Trust on their proposed action plan prior to it being
officially presented to the Mayor and Common Council.
Motion: Vice Chair Ameduri moved to allow Chair McMaster to edit the Historic District
Commission’s Action Plan as she sees fits and submit the final document to the City of
Westminster Director of Community Planning and Development Depo for his review prior to
being submitted to the City Administrator Imhulse, seconded by Commissioner Ambrose. The
motion passed (4-0).
New Business
There was no new business to come before the Commission.
Historic District Commission and Public Comments
There were no public comments given at the meeting.
Adjournment
Chair McMaster motioned to Adjourn. The Commission adjourned at 7:32 p.m.
