CITY OF WESTMINSTER, MARYLAND PLANNING AND ZONING COMMISSION MINUTES July 10, 2014 A meeting of the Westminster Planning and Zoning Commission was held at City Hall on Thursday, July 8, 2014, at 7:00 p.m. Chairperson Bair; Members Albert, Beaver and Graham were in attendance. Staff in attendance included: County Planner Scott Graf and Community Planning & Development Director Steve Horn and City Planner Steve Sager. On motion of Ms. Graham, second by Ms. Albert, the minutes of the meeting of May 8, 2014, were approved. Old Business: 1. Pizza Hut Italian Bistro (Lot 3B of Center Street Station)—Amended Site Plan Mr. Horn summarized the history of the proposed amendment to the site plan. Mr. Horn then explained that Carroll County’s Public Works Director Rio has rescinded the requirement for the construction of an acceleration lane in conjunction with a right turn being allowed onto Center Street. On motion of Ms. Albert, second by Ms. Graham, the Commission approved the amended site plan contingent upon the remaining Carroll County comments being satisfactorily addressed. New Business: 1. Shoppes at Meadow Creek – Subdivision Plat Mr. Horn briefed the Commission on the proposed re-subdivision the purpose of which related to the terms of a pending sale. The proposed resubdivision does not change any current site plan requirement as they all remain in place. As proposed the subdivision would create two parcels. Parcel C-1, approximately 7.1 acres, consists of the currently developed portions of the land. Parcel C-2, 7.9 acres, is currently undeveloped. On motion of Ms. Graham, second by Ms. Albert, the Commission approved the subdivision as proposed noting that it is for financing purposes only. Planning and Zoning Commission Discussion: 1. City Planning Department a) August meeting will be held I the Fire Hall due to the ongoing renovations at City Hall. b) The Common Council has introduced the ordinance for the aka Sheetz Subdivision. The PZC will be holding a Public Hearing during the August meeting. c) Mr. Horn updated the PZC on three recent code enforcement issues. 2. County Planning Department a) The Annual Report has been sent to State Planning. The report is available for review on the County’s web site. b) The County is considering a comprehensive rezoning of an area adjacent to the 4.9 acre parcel Baltimore Boulevard proposed for annexation by K&G Properties, Westminster Planning & Zoning Commission Minutes: July 10, 2014 3.
