Minutes Of the City of Westminster Planning Commission Meeting of February 12, 2015 Attendance: Planning Commission Members and City Staff: Chair Margaret R. Bair, Suzanne Albert, Common Council Member, Kevin W. Beaver, Lori Welsh Graham, and Nancy B. Palmer, Steve Horn, Director of Community Planning and Development and Christopher Jakubiak. Scott Graf from the Carroll County Department of Planning was also present. I. Call to Order Chairperson Margaret R. Blair called the meeting to order at 7:00 PM II. Approval of Minutes The minutes of the October 9, 2014 Planning Commission were approved. III. Old Business There was no old business. IV. New Business 1. Board of Appeals Referral Concerning a Special Exception: Cellco Partnership, d/b/a Verizon Wireless submitted an application to the Board of Appeals for approval of a Special Exception to install a 150-foot tall telecommunications facility (monopole) at 1231 Independence Way. Chairwoman Bair recognized Mr. Horn who briefed the Commission on the petition. He noted that per City Code, the Board of Appeals makes referral of Special Exception petitions to the Planning Commission for its review and recommendation. After deliberation, the Planning Commission agreed it had no objection to the application. Mr. Horn indicated that he would see that the Board of Appeals was made aware of the Planning Commission input. IV. Planning Commission Discussion: 1. City Planning Department: Mr. Horn discussed his plans departure from service to the City and indicated he would be assuming the role of director of the planning department of Frederick County, Maryland. The members of the Planning Commission each wished him well and thanked him for his service to the City of Westminster. Mr. Horn introduced Mr. Jakubiak of Jakubiak & Associates, Inc. indicating he would assume the role of director of the department of community planning and development and zoning administrator upon his departure. Mr. Jakubiak addressed the Planning Commission briefly and the members welcomed him. 2. County Planning Department Mr. Scott Graf, from the Carroll County planning department was present and spoke with the Planning Commission about the County’s work on the Annual Report indicating that the 2014 report draft would be ready this spring for the City Planning Commission’s to review. 3. Commission Member Reports Members of the Planning Commission spoke kindly of their time working with Mr. Horn and again offered him their best wishes. VI.
