PLANNING AND ZONING COMMISSION
MEETING SUMMARY
November 12, 2015, at 7 PM
City Hall, 1838 Emerald Hill Lane
A meeting of the City of Westminster Planning and Zoning Commission was held at City Hall,
1838 Emerald Hill Lane in Westminster, Maryland 21157, on November 12, 2015, at 7 PM.
Chair Peggy Bair, Council Member Suzanne Albert, Commissioner Kevin Beaver and
Commissioner Nancy Palmer were present. City staff Bill Mackey and Andrew Gray were
present. Carroll County Planning Liaison and Comprehensive Planner Scott Graf was present.
Chair Peggy Bair opened the meeting at 7:02 PM. Commissioner Palmer moved approval of the
minutes from the meeting of October 8, 2015. Commissioner Beaver seconded. The motion
passed.
Mr. Graf noted that there were no informational items from Carroll County Planning to report.
The Planning and Zoning Commission reviewed the signage proposed at 400 Englar Road for
Designer Shoe Warehouse. Mr. Mackey provided background information. The proposed,
temporary banner could be permitted for six weeks, and the DSW tenant signage in the
monument sign could also be permitted. Commissioner Palmer moved to approve the
proposed signage. Council Member Albert seconded. The motion passed.
Council Member Albert mentioned that trees were removed at Bolton Hill. Chair Peggy Bair
asked about sending the Board of Education information on future development within the City
of Westminster. Commissioner Palmer asked if a representative from the Board of Education
could attend a future Commission meeting. Commissioner Beaver asked about Gazelle well.
Commissioner Beaver summarized the Wakefield Valley Task Force meeting of November 11.
Chair Peggy Bair inquired of staff about financial disclosure forms. Council Member Albert
informed the Commission of the progress of the proposed indoor volleyball courts as a special
exception. Mr. Mackey reported that there were several site plans in the pipeline for
Commission review.
Council Member Albert moved to adjourn. Commissioner Palmer seconded. The Commission
adjourned at 7:40 PM.
