PLANNING AND ZONING COMMISSION
MEETING SUMMARY
December 10, 2015, at 7 PM
City Hall, 1838 Emerald Hill Lane
A meeting of the City of Westminster Planning and Zoning Commission was held at City Hall,
1838 Emerald Hill Lane in Westminster, Maryland 21157, on December 10, 2015, at 7 PM.
Chair Peggy Bair, Commissioner Kevin Beaver, Commissioner Nancy Palmer and Commissioner
Lori Welsh Graham were present. City staff Bill Mackey and Andrew Gray were present. Carroll
County Planning Liaison and Comprehensive Planner Scott Graf was present.
Chair Peggy Bair opened the meeting at 7 PM. Commissioner Palmer moved approval of the
minutes from the meeting of November 12, 2015. Commissioner Beaver seconded. The motion
passed. Commissioner Lori Welsh Graham who had not attended abstained from voting.
Mr. Graf provided the Chair and all members with packets of information from the County’s
2014 Master Plan, as adopted in 2015. Mr. Graf reported to the Commission that he would be
briefing the Commission at their next meeting on proposed comprehensive zoning changes by
Carroll County, which would correspond to the new land uses adopted in the 2014 Master Plan.
The Planning and Zoning Commission reviewed the signage proposed at 142 Englar Road for the
BB&T Bank. Mr. Mackey provided background and reported that the existing freestanding sign
already included the new sign faces in the proposal per the 64 square-foot allowance that staff
could approve. Commissioner Palmer moved to approve the proposed signage. Commissioner
Graham seconded. The motion passed unanimously.
Chair Peggy Bair summarized the Wakefield Valley Task Force meeting of Dec 9. Commissioner
Beaver inquired if water availability affected County population. Mr. Graf responded that the
market, water availability, zoning regulations and housing types all affect the County population
and its trends. Commissioner Palmer mentioned a similar trend with enrollment at the college.
Commissioner Graham reported the Fall Fest committee is working on changes for next year.
Chair and members praised the carriage rides and floats constructed by Commissioner Graham.
Commissioner Palmer moved to adjourn. Commissioner Graham seconded. The Commission
adjourned at 7:34 PM.
