PLANNING AND ZONING COMMISSION
MEETING SUMMARY
May 12, 2016, at 7 PM
City Hall, 1838 Emerald Hill Lane
A meeting of the City of Westminster Planning and Zoning Commission was held at City Hall,
1838 Emerald Hill Lane in Westminster, Maryland 21157, on May 12, 2016, at 7 PM.
Chair Peggy Bair, Council Member Suzanne Albert, Commissioner Kevin Beaver and
Commissioner Nancy Palmer were present. City staff member Bill Mackey was present.
Carroll County Planning Liaison and Comprehensive Planner Scott Graf was present.
Chair Peggy Bair opened the meeting at 7 PM. Council Member Albert moved approval of the
minutes of the April 14, 2016 meeting. Commissioner Beaver seconded. The motion passed.
Chair Peggy Bair opened Old Business. There were no Commissioner comments on the draft
2015 Annual Report submitted by Carroll County. Mr. Graf commented that Wyndtryst Drive
and Kriders Church Drive widenings were added at the request of City Planner Andrew Gray.
The Chair directed City staff and Mr. Graf that the 2015 Annual Report could move forward.
Chair Peggy Bair opened New Business. The Commission reviewed the proposed letter to
accompany the 2015 Annual Report. Commissioner Beaver made a motion to approve the
proposed letter as presented. Council Member Albert seconded. The motion passed.
Mr. Graf provided the Commission with two summary documents: the Carroll County Bicycle-
Pedestrian Master Plan Interest Survey Results for City of Westminster and the Comments from
the Carroll County Bicycle-Pedestrian Master Plan Interest Survey for City of Westminster.
Commissioner Palmer noted that drivers need to accommodate themselves to the presence of
cyclists on the road, and cyclists need to be protected by the infrastructure provided. Concepts
such as those used in Portland OR and Washington DC were discussed as models for protection.
Chair Peggy Bair reported on the three presentations made before the Wakefield Valley Task
Force. The next meeting will be on May18 with two presentations by applicants. Commissioner
Beaver reiterated his request for the removal of trees blocking visibility at Tahoma Farm Road.
Commissioner Palmer moved to adjourn. Commissioner Beaver seconded. The Commission
adjourned at 7:55 PM.
