CITY OF WESTMINSTER PLANNING AND ZONING COMMISSION MEETING SUMMARY July 14, 2016, at 7 PM City Hall, 1838 Emerald Hill Lane A meeting of the City of Westminster Planning and Zoning Commission was held at City Hall, 1838 Emerald Hill Lane in Westminster, Maryland 21157, on July 14, 2016, at 7 PM. Chair Peggy Bair, Commissioner Kevin Beaver, Commissioner Nancy Palmer, Commissioner Lori Welsh-Graham and Commissioner Alternate Thomas J. Rio were present. City staff Bill Mackey and Carroll County Planning Liaison and Comprehensive Planner Scott Graf were present. Chair Peggy Bair opened the meeting at 7:00 PM. Commissioner Beaver moved approval of the minutes of the June 9, 2016 meeting. Commissioner Palmer seconded. The motion passed. Chair Peggy Bair opened Old Business. There were no items under Old Business. Chair opened New Business. Mr. Graf reported that the 2015 Annual Report had been presented to the Carroll County Planning and Zoning Commission. A copy with cover letter was provided. Mr. Graf noted that the Carroll County Master Plan was being placed on hold until the Freedom Plan, currently in progress, could be completed. Freedom public participation rates are good. Chair Peggy Bair opened the discussion of proposed Amended Plat of Parcels F-1 & C-1 Meadow Branch Road Relocated. Mr. Mackey reviewed the staff memo and staff recommendation. The Commission reviewed the proposal and previous plats of 1992 and 2015. Commissioner Palmer moved for approval of the proposed plat. Commissioner Beaver seconded. The motion passed. The Commission welcomed new Commissioner Thomas J. Rio who is joining the Commission as an alternate. The Commission bid farewell to Commissioner Palmer who is moving out of State. Commissioner Welsh-Graham updated the Commission on the new approach for Fall Fest 2.0 and thanked the City for the support of the Estonian dancers from the City’s sister city, Paide. Rosters were distributed, and the Chair requested clarification regarding appointment dates. The Commission adjourned at 7:34 PM. Adopted September 8, 2016
