CITY OF WESTMINSTER PLANNING AND ZONING COMMISSION SPECIAL MEETING SUMMARY Wednesday, April 4, 2018, at 1 PM City Administrative Offices, 56 West Main Street A special meeting of the City of Westminster Planning and Zoning Commission was held at the City Administrative Offices, 56 West Main Street in Westminster, Maryland 21157, on April 4, 2018, at 1 PM. Vice-Chair Kevin Beaver, Councilmember Benjamin Yingling, and Commissioner Ross Albers were present. City staff Andrew Gray, Bill Mackey, and Samantha Parthree were present. Vice-Chair Beaver opened the meeting at 1:07 PM. Vice-Chair Beaver opened discussion of New Business Item A – Review of a proposed Ordinance amending Chapter 164 to delete certain provisions related to water and sewer allocations. Councilmember Yingling made a motion to approve Item A – Review of a proposed Ordinance amending Chapter 164 to delete certain provisions related to water and sewer allocations. Commissioner Albers seconded. The motion passed unanimously. Mr. Gray advised the Commissioners of an upcoming petition for rezoning for a medical cannabis dispensary use proposed for Units 7-8 at 330 140 Village Road in the Fairground Village Shopping Center. A public hearing is advertised for meeting on April 12. He also noted the recent approval of an indoor dog training and event facilities use on Kriders Church Road by the Board of Zoning Appeals. Mr. Mackey confirmed that the approval of the summary from the February Commission meeting could be approved at the April meeting. Per Chair’s previous directions, the Commission’s elections would be deferred until all members could be present. Quorum for the April 12th meeting was briefly discussed. Councilmember Yingling made a motion to adjourn the meeting. Commissioner Albers seconded. The Commission adjourned at 1:13 PM. Adopted April 12, 2018
