MEETING SUMMARY
Thursday, May 10, 2018, at 7 PM
City Hall, 1838 Emerald Hill Lane
A meeting of the City of Westminster Planning and Zoning Commission was held at City Hall, 1838 Emerald
Hill Lane in Westminster, Maryland 21157, on May 10, 2018, at 7 PM.
Vice-Chair Kevin Beaver, Commissioner Ross Albers, Commissioner Tom Herb, Commissioner Tom Rio, and
Councilmember Ben Yingling were present. City staff Andrew Gray, Bill Mackey, and Samantha Schlitzer
were also present.
The following were present and signed in: Neil Borrelli, Domenico Capuano, Ronald Bond, Stephanie
Brophy, and Melissa Clark.
Vice-Chair Beaver opened the meeting at 7:00 PM.
Commissioner Albers made a motion to approve the minutes from April 12, 2018, Commissioner Rio
seconded. The motion passed .
Vice-Chair Beaver introduced New Business Item A- County Liaison Report/ 2017 Annual Report by Carroll
County. Ms. Moser presented the final draft of the 2017 Annual Report that included the City information.
She thanked Mr. Gray for his help in assembling and reviewing the information and requested approval from
the Commission of the Westminster-related text only. Commissioner Albers made a motion to approve the
Westminster-related portions of the 2017 Annual Report by Carroll County. Commissioner Rio seconded.
The motion passed unanimously.
Vice-Chair Beaver introduced New Business Item B - Commission Deliberations on Proposed Rezoning for
Medical Cannabis Dispensary at 330 140 Village Road. The Commission discussed the items received
following the public hearing during the 20-day period which the record was kept open. Commissioner Albers
moved to recommend approval at 330 140 Village Road. Commissioner Rio seconded. The motion passed 4-
0. Councilman Yingling abstained due to the item going before the Mayor and Common Council.
Commissioner Rio moved to approve the decision for the proposed rezoning for medical cannabis dispensary
at 330 140 Village Road. Commissioner Albers seconded. The motion passed 4-0. Councilman Yingling
abstained due to the item going before the Mayor and Common Council.
Vice-Chair Beaver opened Commission deliberations for Item C- Proposed Support Letter for Carroll County
2017 Annual Report. Mr. Gray thanked Mr. Sen for his work putting together the Carroll County report.
Commissions Rio moved. Commissioner Albers seconded. The motion passed.
Vice-Chair Beaver introduced Agenda item D - Briefing - New Water and Sewer Allocation Policy. Mr.
Mackey requested the item be moved after informal presentations. Vice-Chair Beaver approved the request.
Vice-Chair Beaver opened the Planning Commission and Public Comments section. He invited Mr. Capuano
and Dr. Borelli to present their informal plan for an outdoor patio seating area at Mediterraneo Restaurant
located at 132 West Main Street. The Commission requested more detail in the proposal, including proposed
landscaping. The Commission requested that staff work with the presenter by providing information.
Vice-Chair Beaver invited Architect Melissa Clark to present an informal plan for the proposed building at
118 West Main Street, formerly Vince's Seafood. Ms. Clark distributed copies of the proposed site plan,
outlining the layout for a two-story, mixed-use building that would have a boutique on the first floor and
two, single-bedroom apartments on the second floor. Ms. Clark mentioned the existing structure would be
demolished, and a new building would be constructed within the same footprint. She also brought samples
of proposed siding and provided photos of the anticipated exterior design. Once renderings and drawings
are complete, Ms. Clark will present them to the Planning and Zoning Commission for site plan approval.
Vice-Chair Beaver opened the floor to Mr. Mackey for review of Agenda item D - Briefing- New Water and
Sewer Allocation Policy. Mr. Mackey reviewed the presentation on the new Water and Sewer Allocation
Policy and answered clarifying questions from the Commission.
Vice-Chair Beaver opened elections for Chair and Vice-Chair of the Planning and Zoning Commission.
Commissioner Herb nominated Vice-Chair Beaver for Chair and Commissioner Albers for Vice-Chair.
Commissioner Rio seconded the motion. The motion passed unanimously.
Councilmember Yingling stated that an alternate member for the Commission has been identified. The
alternate will be appointed by the Mayor and Common Council at their next meeting.
Mr. Mackey offered to present a proposed set of Rules of Procedure for the Planning and Zoning Commission
to review and consider for adoption; however, revisions would be needed to include the alternate member.
Mr. Gray mentioned that data was sent to the United States Census Bureau, which reflect the updated City
boundaries and that the Census is currently reviewing the information submitted. He thanked Mr. Jeremy
Brown in the City's GIS department for his help on the project.
Councilmember Yingling moved to adjourn. Commissioner Rio seconded. The Commission adjourned at
9:05 PM.
