CITY OF WESTMINSTER PLANNING AND ZONING COMMISSION MEETING SUMMARY Thursday, September 12, 2019, at 7 PM City Hall, 1838 Emerald Hill Lane A meeting of the Westminster Planning and Zoning Commission was held at City Hall, 1838 Emerald Hill Lane in Westminster, Maryland 21157, on September 12, 2019, at 7 PM. Chair Kevin Beaver, Commissioner Tom Rio, and Commissioner Tiombe Paige were present. City staff members Andrea Gerhard, Andrew Gray, and Samantha Schlitzer were also present. No members of the public signed in. Chair Beaver opened the meeting at 7:00 PM. Commissioner Rio made a motion to approve the meeting summary from July 11, 2019. Commissioner Paige seconded. Chair Beaver opened New Business Item A – Proposed Amended Site Plan for the Shoppes at Meadow Creek, Parcel C-7. Mr. Gray provided the Commission with background information and a brief overview of the staff report with a recommendation that the Commission consider approval of the proposed site plan, conditioned upon the City of Westminster Standard General Notes including: The Construction Layout Datums used herein are: HORIZONTAL: - Maryland State Grid System (NAD 83) and VERITCAL: - U.S.G.S. Datum. Chair Beaver recognized Clark Shaffer, representing the owner and developer. Mr. Shaffer stated that the project is minor in scope to enclose an existing drive-through from the previous tenant and allow the future tenant to expand the space. Commissioner Rio moved to approve the Proposed Amended Site Plan for the Shoppes at Meadow Creek, Parcel C-7. Commissioner Paige seconded. The motion passed. PZC Meeting Summary of September 12, 2019 Page 1 of 2 Chair Beaver recognized Marty Hackett of CLSI, present for an informal review of a proposed site plan for Clark Farm Properties. Mr. Hackett explained that the project proposal was for a 35-unit, multi-family building as an infill project. The required setbacks do not currently allow for development of the property; the applicant will come before the Commission to request modifications. CLSI has been working with Carroll County stormwater management and sediment control to confirm the proposal meets those requirements. Chair Beaver referred to the parcel map and questioned which area was included in the proposal. Mr. Hackett replied that the proposed building would only be built on land unit 2. Mr. Gray mentioned that the proposed project has not been reviewed for zoning, landscape manual, and design preference requirements. Chair Beaver opened New Business Item B – County Liaison Report. Ms. Bobbi Moser updated the Commission on the status of the Carroll County Water/Sewer Master Plan, stating that the Maryland Department of the Environment had given final approval. She added that the fall 2019 amendment cycle is currently in progress and includes information for Westminster. Chair Beaver opened Information Item BZA Case No. 19-04. Mr. Gray stated that the case was dismissed due to lack of jurisdiction. The Board requested City staff provide additional review and make a decision on the application.
