PLANNING AND ZONING COMMISSION
MEETING SUMMARY
Thursday, July 9, 2020, at 7 PM

A meeting of the Westminster Planning and Zoning Commission was held virtually via Zoom and broadcasted
live on the City Facebook Page, on July 9, 2020, at 7 PM.
Chair Ross Albers, Vice-Chair Tom Herb, Commissioner Kevin Beaver, Commissioner Lyndi McNulty, and
Commissioner Tiombe Paige were present. City staff members Mark Depo, Andrea Gerhard, Andrew Gray,
and Samantha Schlitzer were also present. County Comprehensive Planners Cody Spaid and Price
Wagoner were also in attendance.
The following members of the public were present: None
Chair Albers opened the meeting at 7:00 PM.
Chair Albers requested a motion to approve the meeting summary from June 11, 2020. Commissioner
McNulty motioned to approve the meeting summary. Commissioner Beaver seconded. The motion passed
5-0.
Chair Albers opened New Business Item A – City of Westminster Amendments to the Carroll County Water
and Sewer Master Plan. Mr. Gray introduced Mr. Wagoner to present the information provided in the
Commission packet. Mr. Wagoner provided details of the amendments, including changes that had been
made since the last update. County staff recommends approval of the chapter, table, and map
amendments. County staff recommends that the Westminster Planning and Zoning Commission certify
this request as consistent with the City of Westminster 2009 Comprehensive Plan.
Ms. Gerhard added that it was a years-long process to complete the triennial update, with the recent
water/sewer allocation process being put into place and some projects being abandoned. Staff worked
with the Public Works Director and the City Administrator to revise and accurately show development
happening within the City.
Commissioner Beaver motioned to approve the chapter, table, and map amendments and certify its
consistency with the City of Westminster 2009 Comprehensive Plan. Commissioner McNulty seconded
the motion; the motion passed 5-0.

Chair Albers opened New Business Item B – Carroll County Liaison Report. Mr. Cody Spaid reported that
the County is still in the process of completing its comprehensive rezoning process. The County Planning
Commission will continue to review before approval later in the fall.
Chair Albers opened Planning Commission and Public Comments.
Mr. Gray stated that comments and questions regarding the meeting can be emailed to
Planning@westgov.com.
Mr. Gray then reminded everyone to complete the 2020 United State Census as soon as possible so that
Federal funding could be properly allocated to the community.
Commissioner McNulty moved to adjourn. Commissioner Paige seconded. The Commission adjourned at
7:19 PM.
