MINUTES OF MEETING
June 19, 2014
The meeting was called to order at 4:30 p.m. by Chair Steve Allgeier. Commission Members in attendance
were: Cindy May, Howard Wilt, and Richard Wilbur. Non-Voting Ex-Officio Members in attendance: Brian
Rhoten and Jessica Fitzgerald of Bartlett Tree Experts and from the City of Westminster Eric Schlitzer and
Steve Sager.
Minutes: The minutes of the April 23, 2014 meeting were accepted as presented.
Guests: Mr. Fred Teeter, Executive Director of the Carroll County Historical Society appeared before the Tree
Commission to inform them of significant problem involving tree roots at their buildings on East Main Street
and to solicit advice. The specific problem is that the tree roots have:
Pushed up the brick (paver) sidewalk such that the surface is very uneven.
Reconfigured the drainage pattern for some stormwater runoff such that the water is being directed
back toward their buildings causing significant moisture problems to the foundation and in the
basement.
Mr. Teeter stated that the Historical Society very much wants to keep the large street trees. However, they
need help developing a solution to the problem.

c. Location: Carroll Community College has been reserved
d. Event: 22nd Annual Urban Forestry Workshop
e. Note: Invite Tree Commissioners from around the State, Record the sessions
(2) Heritage Tree Trail @ Bennett Cerf Park
a. Lead Commissioner: Brian Rhoten and Jessica Fitzgerald
b. Concept: Refer to attachment. Discussion of City Administrators comments.
c. Arbor Day Project: Bartlett, 1 day crew time donation for Hazard Pruning & Clearing
d. Tasks: Research history of area; Sketch plan of improvements.
Interpretive Media-Brochure, Trail Signage, Web & Video
(3) 250th Celebration
a. 9.8.14; City Hall Dedication, VIP Reception & Time Capsule incl acorn
(4) Successful Projects
a. Rebecca Orenstein Memorial Tree
b. 2014 Arbor Day/Week Event(s) in April & May
c. Planting of the Sestercentennial Tree
d. Flower & Jazz Festival (with Historic District Commission)

The Tree Commission reviewed, discussed and revised a proposed landscaping plan for City
Hall.
