CITY OF WESTMINSTER TREE COMMISSION SPECIAL MEETING SUMMARY Wednesday, July 24, 2017 at 12:15 PM Conference Room, Second Floor, 56 West Main Street 1. Call to Order Commissioners- Chair Steve Allgeier, Vice-Chair Cindy May, Commissioner Richard Wilbur, and Commissioner Tim Bangerd were present. Staff -Andrew Gray, Eric Schlitzer, and Sam Parthree were present 2. Approval of Minutes a. Vice-Chair May made a motion to approve the June 14, 2017 meeting summary. Commissioner Wilbur seconded. The motion passed. 3. Old Business a. 2017 Urban and Community Forestry Workshop- Ms. Parthree announced that 20 people had registered for the Workshop as of July 24 and received Early Bird discounts. A reminder email was sent on July 1, to advise the public that the Early Bird discount will end on July 31. Ms. Parthree also mentioned there are several new attendees that have already signed-up for this year's workshop. 4. New Business b. Comprehensive City Tree Plan - Mr. Gray asked if Commission members had time to review the information that was given out during the last meeting. Commissioner May requested more time to design the outline for the Plan. City Staff will present the Commission with information that will help in crafting an outline.  c. Main Street Tree Removal - Mr. Gray stated that the work needed on East Main Street to remove several dead or failing trees and trees impeding the electric wires is to begin on Tuesday, July 25, upon approval by the Tree Commission. Mr. Schlitzer stated the work has been approved by the Department of Natural Resources and himself and there is no reason to deny the proposed removals. Commissioner May asked ifthe removed trees would be replaced; Mr. Gray confirmed they would be replaced with Code-approved trees. Commissioner Wilbur made a motion to approve the Main Street Tree Removal plan; Commissioner Bangerd seconded. The motion passed. d. Comprehensive Plan Review- Mr. Gray explained the requirements from the State regarding reviewing the Comprehensive Plan every ten years and how the City's plan is currently under review by the Planning and Zoning Commission as part of the mid-cycle review. The Commission had several suggestions and comments regarding the Objectives related to Urban Forestry and the Tree Commission. 5. Commissioner Report a. None 6. Staff Reports a. Mr. Gray reminded Commission members that the August 9 meeting was cancelled due to lack of quorum. 7. Adjournment Chair Allgeier made a motion to adjourn. Commissioner May seconded.
