A qro..rri*us presenr Council Members Present: Cify of Weston Lakes Staff present: Mayor Ramona Neal City Secretary, Jenni McJunkin Mayor Pro Tem Linda Harnist Alderman Bill Ragle Alderman Ted Case Absent: Alderman Trent Thomas Alderman Denis Deluca Public Present: Recorded in 0365 ) Invocation and Pledge of Allegiance. Alderman Trent Thomas led the council in the Invocation and the Pledge of Allegiance. 3. Reading of Public statement Rules and Public statements. city Secretary, Jenni McJunkin read the following statement: "Each individual who wishes to make a public comment should sign the sign-in sheet before the call to order located in the entrance. Minutes - Special City Council meeting July 13,2020 4, Discuss the City of Weston Lakes applying for grant application as announced by Commissioner George P. Bush. Senator Lois Kolkhorst will be on the call for the first hour of the call and be involved with discussions of the grant. Excerpt from invitation tb apply for grant: Commissioner George P. Bush announced the kick-off of the application process for the first round of more than S2.3 billion for mitigation projects to protect Texas communities hit by Hurricane Harvey and severe flooding in 2015 and 2016. The Texas General Land Office {GLOI will be administering the funds allocated by the U.S. Department of Housing and Urban Development (HUD) through the Community Development Block Grant Mitigation (CDBG-MlT) program. All applications must be completed through the GLO online portal at recovery.texas.govfmitigation. More detail can be found in the CDBG-MlT Competition Application Guide also found on the webpage. Applications will be due at 5:00 pm October 28,2020. Discussion was held by Senator Lois Kolkhorst, Mayor and Council. . 5. Discuss and take action on the City of Weston Lakes participation in the GLO-Harvey Funds grant application. The grant will be submitted by the City of Weston Lakes. As this is a regional grant, areas outside of Weston Lakes may be considered, referenced or asked to join in the application process in the consideration of the grant. Motion made by Alderman Trent Thomas to move forward in planning meeting to include Andy Meyers, Mark Vogler, MUD 81, other local Mayors, Mike Surface, the POA and Pecan Hill. Seconded by Alderman Ted Case. Ayes:A11 Noes: None MOTION PASSED 6. Discuss and take action on hiring of grant writers for this grant. Motion made by Alderman Trent Thomas to amend motion to find three grant writers from whom to select, when a gratt'"plan is developed and presented. Seconded by Alderman Ted Case. Ayes: All Noes: None MOTION PASSED 7, Discuss interlocal agreements which may be utilized with the county for work to be done and all accounting/audits done by Fort Bend county and Fort Bend County Drainage District.
