Everest Metro Police Commission Meeting
April 7, 2014 5:00 PM
Meeting was called to order at 5:05 PM by President Ed Zagzebski
Members Present: Ed Zagzebski (via phone), Mark Thompson, Darrin Bellile, Lisa Krause, Gil Holcomb
and Dave Eisenreich.
Others Present: Chief Sparks, Captain Schulz and Captain Hull.
Motion by Holcomb with second by Krause to approve the minutes from the February 3, 2014 meeting.
Motion Approved.
Chief Sparks, Captains Hull and Schultz led a discussion on what the passing scores should be for the
physical and written tests for the officer recruitment testing done by the Fox Valley Technical College.
After a discussion of the New Cooper Age and Gender Based Standards, it was decided to accept the
recommended minimum standards as highlighted in yellow (at the 50 percentile mark) for the push up,
sit up and Cardio Fitness Test (Run). It was pointed out that the standards are used by other
departments and are defensible if challenged. Motion by Bellile with a second by Thompson to approve
the recommended standards. Motion approved.
The group then discussed what the minimum acceptable score should be for the written test. After a
lengthy discussion, it was agreed to use a score of 75% as the minimum cutoff score that applicants
must achieve to be considered further. Motion by Holcomb with a second by Zagzebski to accept 75% as
the minimum acceptable score. Motion approved.
Chief Sparks brought the commissioners up to date regarding a grievance that had been filed a couple of
months previously by an officer who claimed that she should be paid court time for a pre-trial
preparation meeting with the prosecutor. The grievance had not yet been resolved and additional
discussions with the participants were planned.
Chief Sparks also commented that Detective Sergeant Goff had been selected as Officer of the Year.
Lastly, Chief Sparks mentioned that the department was under budget for 2013. Although it remains a
challenge, they are doing everything possible to keep expenses as low as possible without jeopardizing
the safety of the officers and the overall effectiveness of the department.
Motion by Holcombe and seconded by Bellile to adjourn the meeting. Motion approved.
Meeting adjourned at 6:00 pm.
