Meeting Minutes of Everest Metropolitan Police Department Joint Finance Committee, dated 02/20/14 Present: Loren White – President; Village of Weston Fred Schuster – Trustee; Village of Weston Barbara Ermeling – Trustee; Village of Weston Bob Szekeress – Alderman; City of Schofield Walter John Chilsen - Board Member; Town of Weston Wally Sparks- EMPD Police Chief Kristy Isberner– EMPD Administrative Assistant Kristine Weirauch – SWMC Judge John Jacobs – Finance Director, Village of Weston Daniel Guild – Administrator, Village of Weston Absent: Scott Dunst – Alderman; City of Schofield Ken Fabel – Mayor; City of Schofield I. CALL TO ORDER A. Chairman White opened the meeting at 1530 hrs. Roll call. B. Approval of minutes of meeting held, January 21st, 2014 *M/S/P Schuster/Szekeress II. NEW BUSINESS A. Closed Session pursuant to Wis. Stats 19.85(1)(c) for discussion of personnel matters- Consideration of employment compensation for Municipal Court Clerk – Motion to go to closed session *M/S/P Ermeling/Schuster, Roll Call Vote Taken B. Return from Closed Session and possible action on closed session agenda – Motion to return to open session. *M/S/P Schuster/Szekeress, Roll Call Vote Taken - There was a motion to recommend to the Village Board to increase the court clerk salary to 17.54 per hour, with an effective date of 60 days after her hire date. *M/S/P Ermeling/Szekeress C. Discussion and consideration on establishing a joint contract with the City of Wausau for cat impoundment services though the Lincoln County Humane Society. Chief Sparks advised that the Wausau City Attorney advised Chief Hardel that this issue would need to go out for an RFP. It was discussed that if there is a signed contract in place with someone other than the Marathon County Humane Society by 03/31/14 EVPD municipalities will get back a total of $7,964 and Wausau will get back $17,455 to put towards this contract. It was discussed that there was a distinction made between feral cats and stray cats. It was decided that this determination would be made by Humane Officer Bishop. It was also discussed that there might be legal precedent forcing the Marathon County Humane Society to open its books. This is something that will be looked at in the future. In the meantime a motion was set forth for Chief Sparks to work with Chief Hardel and the City of Wausau in drafting the RFP. The Committee felt the RFP should provide for a cat contract that follows the same guidelines set forth by the state for dogs, which include a seven day impoundment period. The RFP should specify that the contract costs are fixed and any animal disposition or kennel costs beyond the seven day impoundment would fall to the shelter as terms under any proposed agreement. There was additional discussion pertaining to the legal contract language and Chief Sparks was authorized to work with Attorney Shane VanderWaal on the terms of the RFP and contract It was also discussed that while doing and RFP for cats, it might be prudent to do a second one right away for Non Dog, Non Cat Strays that would cover other pets. Chief Sparks was instructed to work with Wausau on getting these two RFP’s out in a timely fashion that would allow for a signed contract to be in place prior to the March 31, 2014 deadline for submission to Marathon County for reimbursement. . *M/S/P Ermeling/Schuster III. UNFINISHED BUSINESS IV. CHIEF’S REPORT The Chief notified the Joint Finance Committee that he had received a bill in the mail for $904.00 from Community Insurance Corp, which was EMPD’s insurance carrier in 2008 for a lawsuit filed in 2010, stemming from a 2008 incident in which we assisted ROPD on a fight call at Denny’s. The claim was eventually dismissed, but legal fees were accrued as a result of the litigation. The policy in place in 2008 contained a $1000 deductible for EMPD. V. REPORTS: VI.
