I. CALL TO ORDER
A. Chairman White opened the meeting at 1502 hrs. Roll call.
B. Approval of minutes of meeting held, March 4th, 2014 *M/S/P Dunst/Szekeress
II. NEW BUSINESS
A. Discussion and decision on Contract Proposal from the Humane Society of Marathon
County for Animal Impoundment Services for Cats and Other Non-Dog Strays –
Copies of the proposed contract were passed out. The proposal was for cats and other
non-dog strays with a cost of $32,400. The only area of concern was that it was not
specifically spelled out that the Humane Society could not accept animals from the
general public under this contract, either stray animals or voluntary surrenders. After
the county reimbursement, the total cost of the contract should be $6,981 of which, the
EMPD 18% total should be $1,2586.58. A motion was made to accept the proposal
with the added language that specifies the Humane Society cannot accept animals
from the public under this contract. *M/S/P Szekeress/Schuster
III. UNFINISHED BUSINESS
IV. CHIEF’S REPORT
A. Chief Sparks handed out copies of an email from Randy Ingram regarding the
grievance. He stated he had talked to Ed Zagzebski who stated they would hear the
grievance. Chief Sparks notified the committee that they would be taking the
grievance to the Police Commission, but that he anticipated this going through to
arbitration, in which there would be budgetary implications due to the unforeseen legal
bills.
B. Chief Sparks stated EMPD has received the two new squads and that Belco Vehicle
Solutions will be outfitting them. He also stated that a company named C-Tech makes
cabinets for the back of the squad. Most of these cabinets retail for $1500-$4000 each.
C-Tech has agreed to put a new cabinet in each of our two new squads for free if they
are allowed to take one squad to a trade show in Indianapolis. They would be putting
approximately 1,000 miles on the squad and have agreed to pay for any damages to it.
The committee agreed this seemed like a fair deal.
