Joint Meeting of the Everest Metropolitan Police Department
Joint Finance Committee and the Everest Metro Municipal Court Finance
Committee, dated 01/10/19
Present: Hooshang Zeyghami – Trustee; Village of Weston

I. CALL TO ORDER
A. Alderman Vergin opened the meeting at 1600 hrs. Roll call.
B. Approval of minutes of meeting held, October 30th 2018. *M/S/P

II. NEW BUSINESS - EMMC
A. Review of audit RFPs- Jessica Trautman stated she sent out a summary of the
proposals, two comparable in price – Kerber Rose and Hawkins Ash CPAs, one
higher – Bakertilly. She stated Kerber Rose is our current auditor, however, they got
the audit very late this year which may be due to staff change over. Don Stebenow is
retired and no longer with Kerber Rose. Hawkins will not be on site, but Kerber Rose
will. Discussion ensued regarding which company to select. A suggestion was made
to include a penalty in the contract for being late. A suggestion was also made to
include verbiage that states after a year, we have a right to cancel if they are late.
B. Select a firm to conduct EMMC Audit - A motion was made to select Kerber Rose
again, including a penalty language for $20 a day for tardiness past the April 30th
deadline and a clause that if they do not meet the deadline the first year we can break
the contract with no penalty. *M/S/P Zeyghami/Ermeling

III. NEW BUSINESS – EMPD

C. Police Chief Evaluation – Alderman Vergin asked for direction regarding the police
chief evaluation due to the fact that the Police Commission can no longer be involved.
He would like to see this accomplished by the end of first quarter if possible. A
motion was made to have the leaders of the three communities get together to do this

IV. CHIEF’S REPORT –
A. Department Updates- Chief Schulz stated next Thursday the Police Commission will
be interviewing four candidates for our open police officer position. Mental Health
statistics – in 2017 EMPD handled 36 mental health commitments, and in 2018 there
were 97. Our agency had the largest increase in 2018 in the county. This week there
was a 37 hour commitment that was dealt with and that person did not even go to
Winnebago. He stated he would also like to tackle CBD oil and hemp in 2019 since it
is a very vague law and hard to enforce.
