Meeting Minutes of Joint Meeting of the Everest Metropolitan Police Department Joint Finance Committee and the Everest Metro Municipal Court Finance Committee, dated 08/01/19 Present: Wally Sparks – President; Village of Weston Nathan Fiene – Trustee; Village of Weston Mark Maloney – Trustee; Village of Weston Denny Richmond – Alderman; City of Schofield Kari Carroll – Alderman; City of Schofield Kregg Hoehn – Mayor; City of Schofield Milt Olson – Chairman; Town of Weston Clay Schulz- EMPD Police Chief Kristy Isberner– EMPD Administrative Assistant Jessica Trautman – Finance Director; Village of Weston Absent: I. CALL TO ORDER A. President Sparks opened the meeting at 1635 hrs. Roll call. B. Approval of minutes of meeting held, June 26th, 2019. *M/S/P Fiene/Maloney II. NEW BUSINESS – EMPD A. Discussion and recommendation regarding union contract proposals – President Sparks presented the proposed changes regarding the new Union Contract. It would be a three year contract covering 2020, 2021, and 2022. The Shift Differential pay would increase from $0.50 to $0.75 per hour and it was clarified that this is currently for those working 6:00 PM to 6:00 AM. Those are the current hours and will not be changing. Two positions would be added to the list of positions that earn special duty pay, that being the Special Investigative Unit position as well as the K9 handler position. There would also be changes to the uniform allowance. The amount per employee will increase from $600 a year to $650 a year. Also, instead of having to turn in receipts for reimbursement, each employee will get a check at the beginning of the year for the full amount. There was also a proposed change to allow employees to use sick time when their spouse or children are sick. The contract negotiations committee agreed to allow employees to use up to 24 hours of their sick time for children who are sick only. There was also a language change concerning retirement, indicating that if you retire at age 50 with at least 20 years of WRS contributions that you will receive the sick time pay out. President Sparks stated that where they differed in opinions was where it came to the wage increases. Both sides agreed to a 2%/1% increase for 2020, that being a 2% increase 1/1/2020 and a 1% increase 7/1/2020. However in 2021, the committee suggested a 2% increase in January, but the union wanted another 2%/1% increase like in 2020. In 2022, the Committee suggested a 2%/1% increase like in 2020, but the union wanted a 3% increase in January. After much discussion, a motion was made to approve all of the agreements already made by the committee and unions, and to return to the negotiations with a proposed 2%/1% wage increase for all three years of the contract. *M/S/P Olson/Fiene III. CHIEF’S REPORT – A. Department Updates- Chief Schulz stated there isn’t much new to report. He stated some of the people off on extended leave are expected back soon. IV. REPORTS: VI.
