Joint Finance Committee and the Everest Metro Municipal Court Finance
Committee, dated 10/24/19

I. CALL TO ORDER
A. President Sparks opened the meeting at 1600 hrs. Roll call.
B. Approval of minutes of meeting held, October 16th, 2019. *M/S/P Fiene/Hoehn
II. NEW BUSINESS – EMMC
A. Discussion and possible approval of Everest Metro Municipal Court 2020 budget –
Judge Weirauch passed out a copy of the proposed 2020 Everest Metro Municipal
Court Budget. She said the increases were due to a proposed 2% wage increase for
Court Clerk Julie Olson, phone bills trending higher, jail now charging to hold
someone on a warrant, and two new computers. She stated they did try to cut where
they could, and this resulted in an overall 3.46% increase to the budget. A motion was
made to approve the budget as presented. *M/S/P Maloney/Hoehn
III. NEW BUSINESS – EMMC
A. Discussion and possible approval of Everest Metro Police 2020 budget – Chief Schulz
passed out an updated proposed 2020 budget. He stated there was a last minute
addition to the family health insurance plan which resulted in an approximate $17K
increase to the budget. He stated the overall budget was a 5.6% increase which also
included the addition of a new officer next year. Mayor Hoehn expressed concerns
over the City of Schofield’s portion of the proposed budget, which was approximately
$661K and inquired as to how much the portion would be if the police department did
not add another officer next year. Chief Schulz stated it would be $643,970. There
was discussion on using more money out of the fund balance, and Chief Schulz
explained that the large RMS payment would fall off in 2021 and there was also
discussion regarding stray cat services. A motion was made to approve the budget as
presented with the additional officer for 2020 for the Village of Weston and Town of
Weston contributions and to take from the fund balance the amount to bring the City
of Schofield’s contribution down to the $643,970. *M/S/P Maloney/Fiene
IV. CHIEF’S REPORT –
A. Department Updates- Chief Schulz stated he didn’t have anything new since the last
meeting and added that Wausau PD CSO Gunnar Schultz is the second on the list and
would be graduating the academy in December.
