Meeting Minutes of Joint Meeting of the Everest Metropolitan Police Department Joint Finance Committee and the Everest Metro Municipal Court Finance Committee, dated 10/20/2020 Present: Mark Maloney – Village President; Village of Weston Denny Richmond – Alderman; City of Schofield Kari Carroll – Alderman; City of Schofield Kregg Hoehn – Mayor; City of Schofield Milt Olson – Chairman; Town of Weston Nate Fiene – Trustee; Village of Weston Clay Schulz- EMPD Police Chief Becca Szews– EMPD Administrative Assistant Jessica Trautman- Finance Director, Village of Weston Jenna Trittin –Deputy Finance Director, Village of Weston Absent: Yee Lee Xiong – Trustee; Village of Weston I. CALL TO ORDER A. Vice President Maloney opened the meeting at 1600 hrs. Roll call. B. Approval of minutes of meeting held October 6, 2020. *M/S/P Richmond / Fiene II. NEW BUSINESS – EMMC A. Trittin discussed briefly the EMMC 2021 budget. Jenna discussed that EMMC has an increase in health insurance costs, a 2% wage increase for Julie, but there are not many other changes. A motion was made to approve the EMMC 2021 Budget. *M/S/P Fiene / Carroll III. NEW BUSINESS – EMPD A. Chief discussed the EMPD 2021 budget, stating that it includes the 2% wage increase in January and 1% wage increase for non-represented staff that was approved at the previous meeting. The budget also includes a $5,000 traffic grant, which is new from previous years. Pawn Broker Transaction fees will no longer contribute to our revenue source, as Pawn America closed September 2020. The stats for the City of Schofield also includes the stat adjustment that was approved on the October 6th meeting. There is a 2021 police operating budget change of $48,164, which primarily includes the 2% / 1% wage increases for employees. EMPD will no longer be taking in cats, which decreases the Humane Officer budget by $13,000. The Supplies & Materials have remained consistant from previous years, as well as Fixed Charges (Insurance). Chief discussed adding $12,000 to the Capital Equipment – Office fund to furnish the new offices that are being built in the office remodel. Overall, the Police Department 2021 budget change is $28,762 (0.72%). A motion was made to approve the EMPD 2021 budget. *M/S/P Fiene / Hoehn B. Chief requested approval to order two (2) 2021 squads. Chief introduced 2 more bids, including the original Langlade Ford bid. Each bid contains the same package. Langlade Ford bid $32,597, Kocourek Ford Lincoln bid $32,649 and Scaffidi Ford bid $33,418.50. A motion was made to approve the purchase of two (2) 2021 squads from Langlade Ford. *M/S/P Richmond / Fiene C. Chief requested the approval to purchase an unmarked squad in 2021. Chief discussed approving the purchase of a used unmarked squad approximately May of 2021 to replace a 10 year old unmarked squad for EMPD. A motion was made to approve the purchase of an unmarked squad in 2021. *M/S/P Fiene / Olson IV. CHIEF’S REPORT – A. Department updates – EMPD is still seeing some COVID quarantines, an officer recently came back from FMLA and one (1) officer out on workers compensation. V. COMMITTEE MEMBER COMMENTS: A. Maloney discussed having Chief Schulz evaluation next week. B. Hoehn discussed the City of Schofield will host their budget meeting the next week once there employees have returned to work. VI.
