Susan Stomieroski at 6310 Setter Rd Weston, WI 54476 sent Osterbrink an email which he read aloud to the committee. Stomieroski’s email stated the following: Stomieroski who is recently retired likes to take walks around the perimeter of Kennedy Park with friends but, the distance between seating areas around the park is limited and far between making it difficult for some who want or need to take a break or just sit and enjoy one another’s company. Stomieroski is asking if more benches could be placed around the perimeter of the park at the corners of Alta Verde St/Neupert Ave and Alta Verde St/Jelinek Ave. Village of Weston Parks and Recreation Committee Meeting September 27, 2021 EDUCATIONAL PRESENTATIONS & REPORTS 5. Update on 2021 season at the Aquatic Center. Osterbrink updated the committee on the 2021 season at the Aquatic Center. Osterbrink explained that there was a revenue increase this season from passes sold – daily, family, and joint membership passes with Rothschild totaling $143,853. That is roughly $15,000 increase above what was projected. Osterbrink stated the expenses, mainly contracted services with the YMCA which includes administration fee, wages, and other expenses are lower than the amount of $213,115 that was budgeted. Osterbrink stated that he and Donner will be meeting with YMCA staff to discuss the 2021 and 2022 seasons. Trustee Xiong commends Osterbrink, village staff, and the YMCA for having a successful 2021 season at the Aquatic Center. 6. Update on 2022 budgets. Osterbrink completed both the Parks and Aquatic Center budgets. Osterbrink stated that the YMCA is planning a $1.00 per hour wage increase for every position in 2022. Staff increased the contracted services budget $10,000 to cover this additional expense. The parks budget for 2022 shows an increase of $23,809. The increase is due to shifting more Department of Public Works and current staff time to parks budget. 7. Update on Machmueller Park Vandalism and Yellowbanks Well. Osterbrink contacted Block Iron & Supply and is waiting for feedback on types and prices of lock systems available for the restroom doors at Machmueller Park. The Village Board of Trustees approved moving forward with getting quotes to abandon the Yellowbanks well. The low quote came in at $450 which the money will come from the park budget. The well is scheduled to be abandoned before the end of 2021. The Yellowbanks restroom has been pumped and locked since the end of August. Green Valley Septic placed 1 portable restroom for the remainder of the 2021 season. Tear down and removal is scheduled to take place before the end of 2021. POLICY ISSUES – DISCUSSIONS/RECOMMENDATIONS 8. Discussion and possible action on proposal from D.C. Everest Youth Baseball to consider the installation of T-ball fields at Kennedy Park. Village of Weston Parks and Recreation Committee Meeting September 27, 2021  Osterbrink stated that D.C. Everest Youth Baseball (DCEYB) would like to move the T-ball fields from Machmueller Park to Kennedy Park allowing a centralized location for all age groups that participate in the DCEYB program. Jamie Reimer, President of DCEYB, explained that there are over 550 kids in the DCEYB program and 150 of the kids are enrolled in T-ball. Reimer stated that the big diamond at Machmueller Park is currently not used because of the location. DCEYB is proposing to place 4 T-ball fields on the soccer field closest to Jones #2 baseball field. The proposed location is underutilized by other groups and receives little foot traffic. DCEYB is planning to use funds from the sales at the concession stand towards the purchase and installation of the proposed T-ball fields. The concession stand, located at Kennedy Park, plays a significant role in the program’s fundraising which DCEYB has previously contributed money towards renovations and maintenance of the fields over the years. Trustees Xiong and Zeyghami have concerns and would like DCEYB and Village staff to provide a plan showing the existing layout of Kennedy Park and future proposals, cost of the project, and address traffic and parking concerns for the October meeting. No action taken. 9. Discussion and possible action Concession Stand Lease. Osterbrink discussed the renewal of the 3-year Concession Stand Lease that expires September 30th, 2021, with the committee. Since 2016 Steve and Janessa Cronin have operated the concessions at the Weston Aquatic Center. The current terms of the lease state that the Cronin’s will pay the Village 10% of the gross revenue minus sales tax and pay $1,500 per year for utilities. Xiong asked if the Village put the concession stand lease out for bids in the past and if anyone has expressed interest in operating the concessions besides the Cronin’s. Osterbrink stated that the Concession Stand Lease was advertised in 2015 for the 2016-2018 seasons and that 2 parties responded to the advertisement and the Cronin’s were picked because of their qualifications and experience. The lease agreement terms are the same for whomever applies. Currently, the Village has not advertised the Concession Stand Lease for 2022-2024 seasons because the Cronin’s have done a great job at operating the concessions and are wanting to continue operating the concessions for at least one more lease term. *M/S/P Zeyghami/Corvino: motion to recommend to the Board of Trustees to approve the 3-year lease with Steve and Janessa Cronin for the concession stand at the Aquatic Center. Discussion and possible action Filter System at Aquatic Center. Osterbrink stated the current Diatomaceous Earth (DE) filtering system is aged and labor intensive. The system consists of 41 grids that have covers that get coated in DE or now a safer option Sil Kleer. It takes 5 hours (1-2 staff) to manually clean and recoat the filters during the season. The filters need to be removed and cleaned in a solution every 2 years to remove oils and replaced every 5 years. Osterbrink presented options for filter system replacement, regenerative media, and high-rate sand. Due to the high cost of the regenerative media filtration system, Osterbrink is suggesting the committee consider the proposals from Carrico and Newman Pools for the high-rate sand filtration system. The City of Wausau, Stevens Point, and Wisconsin Rapids currently have high-rate sand filtration systems at their pools. The system will not affect the current water quality, less labor intensive, and a safer option. Osterbrink is concerned with the proposals from Carrico and Newman Pools because the design and installation for a high-rate sand filtration system are completely different causing a huge price difference. Osterbrink is asking the committee to consider hiring an engineering firm to design and draw up plans for the project. All plans require state approval. The committee would like staff to prepare a request for proposals for engineering a new high- rate sand system for the pool. The filtration system will be deferred to fall of 2022. *M/S/P Zeyghami/Corvino: motion to have staff prepare an RFP for engineering firms that design pools with a high-rate sand filtration system. Discussion and possible action Play Structure at Aquatic Center. Osterbrink stated that when the play structure was started up this season that pieces of rust were continuously coming out of the structure. We had several patrons that cut their feet on these pieces, and we could not get them to clear out. Due to this we were forced to shut down the structure for the entire season. The replacement of the play structure is in the CIP for 2023. Osterbrink was directed by the committee to get restoration and replacement costs for the play structure at a previous meeting. Osterbrink received quotes from Fischer Brothers for restoring the current structure, $99,350.00 and the cost of a new Water Play Structure installed by Fischer Brothers of $341,405.00. Osterbrink is still waiting on a quote from Commercial Recreation Services for a new Vortex Structure. Committee directed Osterbrink to get more information from other communities that have restored water play structures for the October meeting. No action taken. FUTURE ITEMS 12. Meeting date(s) for 2021: All at 4:30 p.m. a. October 25, 2021 13. Topics for future meetings. a. Ball Diamond fencing at Kennedy Park Osterbrink stated the quotes came in double of what they were expecting for the ball diamond fencing at Kennedy Park. This is due to the removal of the existing fencing and the price of steel. Quotes for the fencing are only good for 5 days. Osterbrink asked the company to eliminate the removal portion from the project quote but leave in the replacement of the backstops on the 2 proposed diamonds and the sections of fencing along the sides from 4ft to 8ft high to provide more protection for spectators. The goal is to replace at least the backstops depending on the revised quote. The side portions can be completed later. 14. Remarks from Staff. Osterbrink is still working with the Wisconsin Department of Natural Resources on the Weston Warming House project. Staff has completed the installation of trees in the Misty Pines Subdivision and the landscaping at the Mesker/Colleen and Ross lift stations. Village of Weston Parks and Recreation Committee Meeting September 27, 2021  Osterbrink stated the mold removal and restoration project for the water leak at the Aquatic Center will begin this week. Osterbrink is also working with contractors on getting quotes for the concession stand floor replacement. Wodalski mentioned that in the CIP it is proposed that the filter media system was budgeted in the 2021 for $275,000 and the water play structure in 2023. With the filter media system not being completed this year and the need for a functioning water play structure at the Aquatic Center, staff is working on revising the CIP for 2022-2026. 15.
