Estimated Assessments i DECLARATION The Village of Weston in accordance with Resolution Number R-2021-005 requires this report, declaring Intent to Exercise Special Assessment Police Powers. It is submitted to the Village as a Preliminary Assessment Report for the construction of street improvements that will benefit properties in the assessment district. The undersigned has inspected the properties and has determined that each of the properties in the assessment district will benefit from the proposed public works improvements. The assessment district is described in the Preliminary Resolution, a copy of which is included in Appendix A. A map showing the properties included in the assessment district is included in Appendix B. PURPOSE and STATEMENT OF BENEFITS The streets within the assessment district are in poor condition due to inadequate drainage and deteriorating pavement. The streets were last reconstructed in the early to mid-1970’s. These roads have reached the end of their useful lives. The pavement base on the street is likely comprised of 6” of crushed aggregate base course (or decomposed granite) and approximately 2” of asphaltic concrete pavement and requires replacement. Particular areas become inundated with ponded water after rainfalls and snow runoff requiring an improved drainage network for the conveyance of storm water. The existing sanitary sewer pipes and watermain in this area is 50+ year old asbestos cement pipe, which will be replaced with PVC pipe for sanitary and ductile iron pipe for water as part of the project. The proposed improvements, throughout the assessment district, consist of the 1 replacement of the existing water main and its’ appurtenances; replacement of the sanitary sewer and its’ appurtenances; storm water conveyance improvements; street reconstruction; driveway approach reconstruction; and sidewalk construction. These streets currently have a rural cross section with areas that have little to no appearance of a ditch. Due to this fact, water has typically ponded on the street until it is able to infiltrate into the ground or evaporate. The current street cross section has a total width averaging 22 feet with an 11-foot lane in each direction with a 2-foot gravel shoulder which exists in some areas and has been replaced by grass in others. When the street is rebuilt, there will be a total of 26 feet of asphalt pavement plus a 2-foot concrete shoulder on each side of the road, creating a total hard surface width of 30 feet. The neighborhood will be rebuilt with the addition of sidewalk to create an urban section appearance but will maintain rural characteristics with ditches and a flat shoulder. Driveway approaches will be reconstructed with an approximate 9.5-foot concrete apron and a five foot section of sidewalk on all streets except Rodney which has a larger right- of-way and thus driveway approaches will be approximately 12.5 feet. If additional driveway material must be removed to meet slope intercept requirements, then the driveway will be replaced in-kind to the slope intercept line. Driveway approaches directly benefit the property served. The Village updated its special assessment ordinance in 2019 and one of the major changes was declaring that reconstruction of existing infrastructure would not be assessed, thus since the street already exists, it is not being assessed on this project. The Village will be paying for the street reconstruction costs. Similarly, properties that currently benefit from having municipal sanitary sewer 2 and water service will receive no further benefit from this project. At this time, the Village does not assess for storm water improvement costs. To improve connectivity of the neighborhood, sidewalk is proposed to be installed on both sides of every street to be reconstructed in conformance with current Village policies. The sidewalk will benefit the entire neighborhood by providing a well-defined, safe, path for pedestrians. The cost of the sidewalk will not be assessed as it is part of the Village’s complete streets policy. STATEMENT OF ESTIMATED COSTS FOR THE PROJECT A summary cost estimate for the labor and material portion of the project is included in Appendix C. The summary estimate includes the overall cost estimate and the estimated cost of the assessable items. The total estimated project costs are summarized in Appendix D where the assessment rates are also calculated. STATEMENT AS TO SOURCES OF FUNDS FOR THE PROJECT The total project costs will be generated from the following sources: 1. Special Assessments for driveway aprons. The estimated amount to be recovered through these assessments is shown in Appendix D. 2. Water utility bond issuances for the water main replacement. 3. Sewer utility bond issuances for the sewer main replacement. 4. Storm water utility bond issuances for the storm water improvements. 5. Village General Obligation Corporate Purpose Bonds for the street, sidewalk and other Engineering and Construction costs not detailed above. 3 ESTIMATED ASSESSMENT RATES It is proposed that the assessable costs of driveway aprons be recovered using methods as outlined in the Village’s special assessment ordinance. The assessable units are shown in the table in Appendix F, consistent with the Village of Weston’s assessment ordinance. In this case, there are not any adjusted footages as items such as curb and gutter are not being installed on this project. The calculations for the assessment rates are shown in Appendix D. Sanitary Sewer, Water and Storm Water Construction/Reconstruction. The sewer mains, manholes and laterals will be reconstructed due to the poor condition of the existing system. Similarly, the water mains, valves, hydrants and laterals will be replaced as a consequence of replacing the asbestos cement mains. Drainage improvements will be installed via an improved ditch network and overflow drains. There are no assessments for the utility reconstruction portion of the project. Street Reconstruction. Since the street is already in existence, there is no assessment for the reconstruction of the street. Driveway Aprons. Driveway apron construction costs are calculated using the estimated cost for concrete driveway aprons divided by the total area in feet of the apron. Driveway aprons are measured between the front of the sidewalk (side closest to the street) and the back of the paved shoulder. The estimated assessment rate for 6-inch thick concrete with 6-inches of crushed aggregate base course is $5.86 per square foot for concrete driveway aprons. Driveway aprons are estimated to be installed only at current existing driveways. 4 If a property owner wishes to make a change to existing driveways, they will need to notify the Village prior to construction to make any modifications. Any part of a driveway behind the property line will be replaced in kind as needed. ESTIMATED ASSESSMENTS AND RECOMMENDATIONS The estimated assessments to each of the benefited properties are contained in the tables in Appendix F.
