ATV/UTV Street Use Request – Bob Cveykus, 5107 Ski Line, Weston, WI 54476.. Asking if we can extend on the existing road system for UTVs. Mr. Cveykus stated he and his neighbors are on a dead end street and the majority of the residents are owners of ATV/UTVs. He is requesting the Village allow ATV/UTV’s to be able to ride on Callon Ave from St Agnes to Willard, Kostuck, and Ski. This would help ATV/UTV riders to drive from one community to another legally. Serrao thinks it is a great idea. Fiene says recreation attracts people to come to the area. Discussion on recommended pedestrian infrastructure requirements for street reconstructions.  Wodalski stated at the June Village Board meeting the board decided to remove sidewalks from the Crestwood Acres Reconstruction Project. Wodalski stated as he looked at the current sidewalk requirements his recommendation is to keep the pedestrian infrastructure on the arterial and collector streets. The issue is what requirements should be in place for local streets. Wodalski showed a map with red lines showing the arterial and collector streets, and blue lines showing the local roads currently with or recommended to have sidewalks installed on them. Wodalski talked to the City of Wausau and they evaluate each project as they come up and do not have a set policy on which types of streets do or do not have sidewalk installed on them. Every time that a developer goes to put in new subdivision from scratch, we could require sidewalks at that point. Sidewalk requirements for existing streets being constructed will “primarily” be determined based on the most recent sidewalk and trail map. M/S/P Serrao/Mumper – Recommendation to go to the Village Board to approve the revisions to the pedestrian infrastructure ordinance as presented by staff with the modification of adding the word “Primarily” before determined in the suggested language modificaiton. None RESOLUTIONS/ORDINANCES 9. Special Assessment Ordinance Revisions Wodalski stated with our recent changes and discussions we have had, Attorney Yde suggested we add subsection 3 – “Pursuant to Wis. Stat. 66.,0715(21) the due date of any special assessment levied against property benefitted by a public improvement may be deferred by the Village Board by resolution while no use of the improvement is made in connection with the property within the assessment district. In instances of assessment deferral, the Village Board will specify the conditions or events which would initiate the deferred assessment repayment and the length and terms of the repayment.” The Village Board changed the repayment for Apache for 20 years instead of the 10 that had been set in the ordinance. Donner stated that this would just make it clearer moving forward. The second part of this item is regarding the curb and gutter. Wodalski stated as he reviewed the Special Assessment Ordinance it didn’t seem to be clear if curb and gutter was assessed only for new streets, or if it was also assessed in situations where it would be installed on a street which didn’t have it in the past. Wodalski mentioned with current projects we have utilized a concrete shoulder instead of a traditional curb and gutter system due to storm water requirements and there isn’t a savings by not installing curb and gutter. Assessing for curb and gutter on existing streets doesn’t seem to make sense and we should clarify the ordinance so it is known this is only for new streets. Sewer Utility Connection Requirements Wodalski indicated under the current sewer ordinance residents are required to connect to the public sewer system when one of the three situations occurs: 1. The private system fails; 2. Upon sale of the property; and 3. 10 years after the property has been fronted by a main extension. Since there is an intent to defer connection past the 10-year mark, the suggestion is to add in the following language to condition 3. Staff suggested the conditions for connection be modified to match the Village Board’s intent. Thus, number 3 could be revised to say 20 instead of 10 or 10 years after the property has been fronted by a main extension except in instances where the Village Board has approved deferring connection longer than 10 years. CIP Project Status Update Wodalski mentioned the ongoing restoration issues with the Weston School East Neighborhood Project. On the Crestwood Acres Project, Rodney Street is close to being done. The tree clearing for the Municipal Center started this week. Tanya Trisha Lift Station materials ordered and hopefully start later this month. 12. Street Operations Update Raczkowski mentioned the number of storm sewer inlets falling apart, which staff is repairing. Most are 20 plus years old and the concrete adjusting rings are deteriorating and creating sink holes near the inlets. To date staff has replaced 15 of them. Raczkowski stated the asphalt overlays should be done this week except for the overlay on Kramer which is waiting until more work on the Apache Ln project is completed yet this summer/fall. The Eau Claire River bridge will be coming up next month. Ross Ave doesn’t have a date for paving yet. Barbican they started today. Westview bid opening is Wednesday. 13. Utility Operations Update Swenson stated it was a busy month for locates and work orders. Staff finished flushing water mains for the year. Sewer jetting is starting tomorrow. Wodalski noted the goal is to get about 1/3 of the system cleaned each year which is about 33 miles each year. Swenson stated staff is following up from the DNR inspection with our facilities and the staff is working on the Everest tower overflow spouts. Emergency response plan is due at the end of the year. Compliance maintenance was approved at last board meeting. Swenson mentioned he is working on getting about 250 hydrants painted again this year, the hydrants along the main roads were done last year and we are trying to get more on the side roads this year. Kerry well investigation still going. POLICY DISCUSSIONS AND RECOMMENDATIONS 14. Recommendation to Award Apache Ln Construction Contract Wodalski stated Advance Construction was the low bidder at $2,245,039.60. The $1,000,000 difference between the low bidder and the others appears to be due to Advanced Construction self-performing the river boring. Wodalski stated the river is being bored due to the amount of wetlands on the south side as well  as the river itself needing to be crossed. Wodalski said they have done work for the City of Oshkosh and other communities in the State. All the DNR approval is done. Clark Dietz followed up to ensure Advance was capable of performing the work as well and there does not appear to be any reason to not award the project to Advance. Recommendation to Approve Construction Change Order #2 for the Crestwood Acres Reconstruction Project Wodalski stated the reasons for the change order and described how the work is based on unit price costs. Costs were negotiated between Switlick and the Construction Engineer to determine the breakdown of costs of the different items. Recommendation to Approve Design Change Order #1 for the Crestwood Acres Reconstruction Project Wodalski had previously talked about Douglas Ln not being centered in the right of way. With the sidewalk being removed, we can look to realign so it is close to existing alignment which keeps the road shifted primarily further south. The cost is $3,900.00 for the design and there is not any expected increase in construction costs to shift the road.  M/S/P Serrao/Mumper – Approve design change order for $3,900.00 to redesign the road. Recommendation to Approve Materials Testing Contract for Municipal Center Construction Project Wodalski indicates proposals were sent out to 4 firms that do this work. American Engineering Testing can do perform all of the services and were the lowest cost to perform everything. Wodalski added there would not be any mileage charge since their office is in Weston and near the project site. Discussion on Capital Improvement Plan – Future Projects List Wodalski went through the current plan which goes through 2024 and then mentioned some of the projects that would fill in the 25/26 gaps. 19. Schoonover Rd/Alan Ln Utility Extension Inquiry Wodalski reported a resident at the intersection of Schooner and Ross Ave asked about the possibility of connecting to public water. They are having issues with their well. Wodalski wanted to see what the Committees suggestion would be. Wodalski said there are likely 3 options to provide this property with service which are: 1. Offer service to all 15 properties. 2. Connecting on Sandy Ln and bringing it up or 3. Going straight to River Pines Ct. The other question is would we allow just a water connection and not sewer? If we did want to make water and sewer package deal to that neighborhood and send survey out to the other  neighbors. Committee would be happy to know how many people would be interested in connecting. FUTURE ITEMS 20.
