EDUCATION, PRESENTATIONS, AND REPORTS None. RESOLUTIONS/ORDINANCES 6. Request to update ATV/UTV Ordinance to open additional streets south of STH 29 Wodalski showed the map of the current and proposed routes, noting the yellow is the additional route being requested. Wodalski was contacted by Village resident, Pattie Neitzke, about allowing the additional area to be opened to ATV/UTV traffic and also contacted Rural Riders Club in regard to signage and they agreed to pay for and install the necessary signage. In talking to EMPD Chief Schulz in the past we have not had any issues with UTV’s in the Village. Previous route approvals were contingent on the Police Department signing off on those routes. Approval it subject to the Police Chief’s approval. Fiene requested from Raczkowski a map of all the Marathon County UTV/ATV trails that are approved so we have this for future review and possible approval routes. M/S/P – Mumper/Fiene: Recommend to approve opening additional route in Village as shown on map subject to approval from Chief of Police. CIP Update Wodalski noted he attended a webinar last week on the Bipartisan Infrastructure Law. He is trying to get clarification on if this is a one-time submittal of all projects or if there is going to be a chance to submit projects as they become available in upcoming years. The answer to this will decide what strategy is used to apply for the grant funds. Discussion was then held on how Wodalski is looking to submit a grant to repave Northwestern Ave for the 2022 grant cycle. This road is estimated at $550,000 versus Ross Ave at $217,000. Either project will likely have $55,000 in engineering costs. Overall, we would benefit more from Northwestern. Wodalski then reviewed ongoing projects. Birch Street waiting to get clarification on wetlands. Well 7 & 8 AECOM should be getting back to us so we can get that bid out there. Ryan St/Apache St the contractor would like to resume work at the end of the month. 8. Street Operations Update Raczkowski we were hoping to start sweeping streets, but the snow is going to postpone that. Transitioning from spring to summer. We have put some training sessions together with our neighboring communities. Two bids coming up: 3/30/22 Schofield Ave concrete repairs and Entryway sign project. Covered 2022 street maintenance bid opening results. Kramer we are going to pulverize (cost is $11,000 less) and pave. The milling and joints separate -we are going to see how busy we are, and we may be able to mill our own. Ross Ave mill & pave – going to take care of inlets and water valves direct bury them. 9. Utility Operations Update PFAS samples were sent to Northern Lakes and we are waiting for results. We want to have the pfas testing back before we make further decisions on well 7 & 8. Wodalski gave an overview of where the wells are and where they pump into the distribution system. POLICY DISCUSSIONS AND RECOMMENDATIONS 10. 2022 Crack Sealing Project Recommendation Low bid was Precision Sealcoating at $69,20.00. M/S/P – Mumper/Fiene: Move to recommend the Village Board award the 2022 Crack Saling project to Precision Sealcoating for the total price of $69,250. M/S/P – Mumper/Fiene: Move to recommend Village Board award 2022 GSB- 88 pavement sealing project to Fahrner Asphalt Sealers LLC for bid price of $61,606.60. M/S/P – Mumper/Fiene: Move to recommend the Village Board award the 2022 chip sealing project to Scott Construction Inc. for total bid price of $56,139.44.. M/S/P – Mumper/Fiene: Move to recommend the Village Board award the 2022 asphalt overlay project to RC Pavers for their unit prices for bid tab items 1-5 and approve items 7-A and 7-B to pulverize and repave Kramer Ln as well as Alternate Bid 1 for milling butt joints and driveways for total price of $223,247.75. American Asphalt was the only bidder with a price of $203,505.42. M/S/P – Mumper/Fiene: Move to recommend the Village Board award the 2022 Ross Ave mill and pave project to American Asphalt for a total bid of $203,505.42. Topics for future meetings Mumper asked about Kayak launch during the resurfacing. Wodalski made traffic control a key point in the bid. From Fuller to bridge is time they will have to deal with traffic – only ½ mile of road. 17. Remarks from Administrator About half-way completed at the new building – putting in office spaces. Everything is still on schedule. The original garage doors cannot get here on time, so contractor is looking at other sources.
