Fire Commission may be present at the above noticed meeting due to the proximity of meeting time/location. This constitutes a meeting of the S.A.F.E.R. Fire Commission pursuant to State ex rel. Badke v. Greendale Village Bd., 173 Wis.2d 553,494 N.W.2d 408 (1993), and must be noticed as such, although the S.A.F.E.R. Fire Commission will not take any action at this meeting. 1. Call to Order. 2. Comments from the public on issues related to the SAFER district – This period is an opportunity for members of the community to come before the Directors and present to them their comments related to the financial and administrative management of the SAFER district. No action will be taken on comments received at this meeting. 3. Consent Items. a) Approval of minutes from SAFER Board meeting of 01/27/15 4. Business Items. a) Discussion and possible action on added WRS contributions for 2015 as it pertains to POC members b) Update on Town of Guenther 2015 EMS Contract c) Update on Town of Easton 2015 EMS Contract d) Discussion and possible action on Krause, Howard and Co. audit report for 2014 of the District. e) Update on Mutual Aid Agreement with the Village of Marathon City 5. For additional information or to request this service, contact the Rib Mountain Town Municipal Center at (715) 842-0983.  OFFICIAL MEETING MINUTES SOUTH AREA FIRE & EMERGENCY RESPONSE DISTRICT Board of Directors Regular Meeting Tuesday, January 27, 2015 @ 6:00 P.M. 1. Call to Order The regular meeting of the South Area Fire and Emergency Response District Board of Directors was called to order at 6:03 PM by SAFER Board Chairman Allen Opall. MEMBERS PRESENT – Loren White, Keith Langenhahn and Allen Opall. Barb Ermeling and Peter Kachel were absent and excused. Chief Meilahn, Administrator Rhoden, Finance Director John Jacobs, Administrator Guild, Attorney Shane Vanderwaal and Attorney Peter Conrad were also present. 2. Comments from the public on issues related to the SAFER District There was no public comment or correspondence. 3. Consent Items a) Approval of summary minutes from Strategic Planning/Goal Setting Workshop of Friday, January 2, 2015. Motion by Langenhahn/Opall to approve summary minutes from Strategic Planning/ Goal Setting Workshop of Friday, January 2, 2015. Motion carried unanimously. b) Approval of prior meeting minutes from 12/11/14 and 12/23/14. Motion by White/Langenhahn to approve meeting minutes from 12/11/14 and 12/23/14. Motion carried unanimously. 4. Business Items a) Election of Chair and Vice Chair of the SAFER Board of Directors. Motion by White/Langenhahn to nominate Allen Opall as Chair of the SAFER Board of Directors. Motion by White/Langenhahn to nominate Barb Ermeling as Vice Chair of the SAFER Board of Directors. Motion carried unanimously. b) Discussion and possible action on issues related to unemployment compensation matters of the District. Administrator Rhoden explained that during 2014, the Town of Rib Mountain paid approximately $9,000 in unemployment compensation for firefighters. The question came up as to whether or not this was the responsibility of the SAFER District. The Town of Rib Mountain was told by the State of Wisconsin the situation would be cleared up once all of the paperwork was completed. The Town of Rib Mountain was issued a $9,000 credit. Late 2014, the Town of Rib Mountain was contacted by the Village of Weston requesting the credit be signed over to SAFER. Rhoden stated she did not have the authority as an Administrator to do that. To date, the Town of Rib Mountain has not done anything with the credit. Attorney Vanderwaal stated this is an issue between the Village of Weston and the Town of Rib Mountain. He stated SAFER will do whatever it is told to do. Rhoden stated the Town of Rib Mountain paid unemployment to 3 employees, 2 of which do not work for SAFER. The majority of the unemployment paid by the Town of Rib Mountain is for an employee currently working for SAFER.  Administrator Guild explained that when the SAFER account was created with State of Wisconsin Unemployment Insurance, all of the employees that were in the State system from the Village of Weston and the Town of Rib Mountain were placed into the SAFER account. The Village of Weston had far more people than the Town of Rib Mountain who did not get hired by SAFER. Administrator Rhoden would like something in writing that states the Town of Rib Mountain will get reimbursed and what that amount will be. Guild stated the Village of Weston will draft that letter. c) Discussion and possible action on authorizing the Fire Chief to retain a CPA to prepare an audit report for 2014 of the District not to exceed a specified dollar amount as determined by the Board. Jacobs reviewed 2 quotes received, one from Krause Howard and another from CliftonLarsonAllen. This would be paid out of 2015 budget. Motion by White/Langenhahn to approve awarding the 2014 audit of SAFER to Krause Howard not to exceed $5,200. Motion carried unanimously. d) Discussion on added WRS contributions for 2015 as it pertains to POC members. Meilahn stated there could be POC members from last year, this year and moving forward that could be eligible for WRS contributions. Should more full-time or more POC personnel be hired to help drop the work load? Jacobs also discussed the possibility of health insurance for POC members. BC Schlagel asked about employees who are also NTC employess contributing to WRS. e) Discussion and action on Mutual Aid agreement with the Village of Marathon City Meilahn presented the agreement ready for signature. Motion by White to approve the Mutual Aid agreement with the Village of Marathon City as presented. No second, motion dies. Motion by Langenhahn/Opall to approve the Mutual Aid agreement with the Village of Marathon City subject to removing the geographical boundaries language spelled out in sections 3A and B. Roll call vote: Opall, yes, Langenhahn, yes, White, no. Motion carried unanimously. f) Discussion and action on ALS Intercept agreement with Hatley Area Ambulance Service Motion by White/Langenhahn to approve ALS Intercept agreement with Hatley Area Ambulance Service. Motion carried unanimously. 5. Staff Reports a) Reports from Fire Chiefs Chief reviewed the number of calls so far this year. He also reviewed a letter written to the WI Department of Employee Trust Funds. New ambulance will be delivered early April. 6. Set next meeting date and discuss items for next committee agenda.
