OFFICIAL PROCEEDINGS OF THE BOARD OF DIRECTORS
Held on Wednesday, October 14, 2015 at 11:30 a.m. in the Board Room at the Rib Mountain Municipal Center
Board of Director’s Chairperson, Town of Rib Mountain Chairman Allen Opall presiding.
A. Call to Order - - The regular meeting of the South Area Fire and Emergency Response District Board of Directors
was called to order at 11:30 AM by SAFER Board Chairman Allen Opall. MEMBERS PRESENT – Opall, White,
Ermeling and Kachel. Langenhahn was absent and excused. John Jacobs, Gaylene Rhoden, Daniel Guild, Chief
Savage and DC Finke were also present. There were no audience members.
B. Correspondence/Comments from the public on issues related to the SAFER District - - There was no public
comment or correspondence.
C. Presentations - -None
D. Consent Items.
(1). Approval of minutes from SAFER Board of Directors meeting of 8/25/15. White/Kachel to approve minutes
from SAFER Board of Directors meeting of 8/25/15. Motion carries unanimously.
E. Business Items
(1). Consideration of FY 2016 Budget - - Administrator Guild reviewed various resolutions relating to some of the
various changes to be implemented within the SAFER District starting with the next fiscal year.
(a) Guild stated the Village of Weston agreed to be the fiscal agent to the SAFER District at no expense for a
period of two years; that term is up at end of this year. White/Kachel to approve to amend the charter
to have the Village of Weston continue to provide fiscal agent services to the SAFER District at no
expense for the 2016 FY. Motion carries unanimously. Q: White asked if we planned on doing an
RFP if the Village was not going to provide this service. Guild stated yes, that was the plan, but he
recommends that we proceed with this request in fy2016.
(b) Guild stated the next item is related to rent for buildings. There is a provision in the charter stating the
municipalities would own the buildings, not SAFER. SAFER would then rent space from the buildings it
needed to operate. The recommendation is to amend the charter to suspend the provision of collection of
rent in the 2016 FY budget. Ermeling/White to approve the recommendation to amend the charter to
suspend the provision of collection of rent in the 2016 FY budget. Motion carries unanimously.
(c) Guild stated we are currently trying to negotiate bringing in 2, maybe 3 new members as equity owners of
the SAFER District. A resolution and a letter have been sent to the Town of Weston. These items have
to go before their Town Board, be passed and certified. We would then require the resolution and the
minutes with a cover letter stating they would like to start the process of becoming a part of SAFER.
Guild reviewed how the billing process worked in the past with the Town of Weston. He then reviewed a
new billing process. He would like to clarify in the next draft of the charter, all communities, whether
they have inspect-able structures or not, would be counted as having 10 as a floor, would be used in the
formula going forward. Opall asked how this formula would affect Marathon. Chief Savage doesn’t feel
it would have any effect on Marathon. Administrator Rhoden recommends the items just discussed be
listed individually on an agenda. She then suggested they be motions of directives versus actual action.
Administrator Guild disagreed as all of these items were directly related to the construction of line items
in the presentation of the fy2016 budget. White/Ermeling to approve as a directive, the
recommendations by Administrator Guild concerning establishing a floor of 10 inspect-able
structures for the Town of Weston and other communities that may be included in the Charter.
(Note: Kachel stated the Board could also say it’s under the consideration of the 2016 budget).
Motion carries unanimously.
(d) Guild stated the next item relates to the negotiations with the Town of Weston to proceed forward with
amending the Charter to bring them in as equity members of the SAFER District on negotiated terms of
$30,000 per year fixed for the next 3 years. He noted where this is stated in the budget under the revenue
line. Ermeling/Kachel to approve as a directive, the recommendation that staff should continue
negotiations and revise the Charter to bring the Town of Weston in at a fixed rate of $30,000 for the
next 3 years. Motion carries unanimously.
(e) Guild stated negotiations are underway with the Town of Marathon to bring them in as an equity member.
The current proposal is similar to that of the Town of Weston. One item still being discussed, is the
service area on the far Western edge of town. One proposal would be to bring in all of the Town of
Marathon into the SAFER District and then the SAFER District would contract with the Village of
Marathon City for mutual aid to those areas of the Town of Marathon that we could not comfortably and
legitimately respond to. There was some discussion on what might happen if the deals fall through. Guild
feels meetings and discussions are going well. White/Kachel to approve as a directive, to amend the
Charter and understanding the negotiations that their price would be fixed at $30,000 flat for the
next 3 years and they would be full equity owners in the SAFER District. Motion carries
unanimously.
(f) Chief Savage and the SAFER Board of Directors discussed at length major investments and goals for
2016. White/Ermeling to approve adjusting the order of business item discussions. Motion carries
unanimously. Kachel/White to approve the 2016 Budget as presented. Motion carries unanimously.
2. Consideration of revisions to employee manual - - White/Kachel to approve revisions to employee manual.
Motion carries unanimously.
3. Consideration of recommendation of Community Paramedic DC Finke stated this is new for the State of
Wisconsin and is currently in pilot program stages. He reviewed how the program works. He would like to start
in a pilot program by 1/1/16. He stated Aspirus is willing to cover the cost of the first 50 patient visits.
White/Kachel to approve pilot program of Community Paramedic. Motion carries unanimously.
4. Consideration of recommendation of fee schedule for services rendered - - Chief Savage and DC Finke reviewed
several fee items for services rendered to help generate revenue in the budget discussion.
5. Approve Resolution for Inclusion under Group Life Insurance and Income Continuation
Insurance White/Kachel to approve Resolution for Inclusion under Group Life and Income Continuation
Insurance. Motion carries unanimously.
F. Staff Reports
1. Report from Fire Chief - - Chief Savage thanked everyone for their patience in scheduling this meeting.
2. Report from Administrators - - Administrator Rhoden express concern in receiving meeting materials so late.
G. Remarks from the Board of Directors to set the next meeting date, as well as discuss items for the next meeting
agenda (No motions will be made, and no action will be taken related to policy affecting SAFER as a result of this agenda
item): Tuesday, October 27, 2015 at 6 PM.

at www.westonwi.gov, and was emailed to local media outlets (Print, TV, and Radio) on 10/13/2015 @ 11:20 a.m. A
quorum of members from other SAFER District, Town of Rib Mountain, and Village of Weston governmental bodies (boards,
commissions, and committees) may attend the above noticed meeting in order to gather information. No actions will be
taken by any other board, commission, or committee of SAFER / Town / Village, aside from the SAFER Board of Directors.
Should a quorum of other government bodies be present, this would constitute a meeting pursuant to State ex rel. Badke v.
Greendale Village Bd., 173 Wis.2d 553,494 N.W.2d 408 (1993). Wisconsin State Statutes require all agendas for public
