1. Call to Order
1.1 Pledge of Allegiance.
1.2 Roll Call of Attendance.
White called the meeting to order at 6:00 pm. Present: White, Schuster, Berger, Ziegler, Porlier and
Ermeling. Jaeger was absent and excused. Administrator Guild, Public Works Director Donner,
Community Development Director Higgins, Finance Director Jacobs, Deputy Finance Director
Trautman, Parks Superintendent Osterbrink, Clerk Weinkauf, Police Chief Sparks and Fire Chief
Meilahn were also present. There were 11 audience member present.
2. Comments from the public
White asked for comments from the audience. There were no comments.
3. Consent Items
3.1 Recommendation from Clerk to approve prior meeting minutes of 12/16/2013.
3.2 Recommendation from Chief Sparks to approve submitted Operator Licenses.
3.3 Recommendation from Finance Director Jacobs to approve submitted vouchers.
3.4 Recommendation from Property and Infrastructure Committee to approve development
agreement between SJM Builders and Village of Weston for Installation of Water and Sanitary
Sewer Facilities to Serve the Cedar Place Subdivision in the Village of Rothschild.
3.5 Recommendation from Property and Infrastructure Committee to approve an ordinance to the
Board of Trustees repealing Sections 86.300 Through 86.414 of the Municipal Code of the
Village of Weston Relating to Post Construction Stormwater Management and Construction Site
Erosion and Amending and Recreating the Same.
3.6 Recommendation to Retain Process Research Solutions for a Water Quality Study for the Water
Utility.
3.7 Recommendation from the Plan Commission to acknowledge the 2013 Building Permits Issuance
Report.
3.8 Recommendation from the Plan Commission to acknowledge the 2013 Plan Case Year to Date
Report.
3.9 Recommendation from the Plan Commission to approve Ordinance REZN-11-13-1404
Amending the Official Zoning Map for the Village of Weston from R-R (Rural Residential) to
RTF (Residential Two Family) on the property know as 3113 Camp Phillips Road.
Refer to Item 4.1 below.
3.10 Recommendation from the Plan Commission to approve a Residential Business Permit for a
home office for Andre Galella, D.B.A. Executive Automotive, 5902 Quentin Street (RBUS-12-
13-4948).
3.11 Recommendation from the Plan Commission to approve application PSUB-12-13-1416
Preliminary Plat Review for Markovich Properties Condominium First Addendum per the
specifications, conditions and limitation of the submitted staff report.
3.12 Recommendation from the Director of Planning & Development to approve the renewal
application for an Animal Fancier License for JCDREAMDACHS, Jennifer & Craig Czerwinski,
8807 Scenic Drive.
3.13 Public Transportation Contract for Service with MetroRide
*M/S/P Schuster/Ziegler: to approve items 3.1 to 3.8 and items 3.10 to 3.13.
Ermeling asked that item 3.9 be acted on separately under Business Items for Consideration (4.1).
4. Business Items for Consideration
4.1 Recommendation from the Plan Commission to approve Ordinance REZN-11-13-1404
Amending the Official Zoning Map for the Village of Weston from R-R (Rural Residential) to
RTF (Residential Two Family) on the property know as 3113 Camp Phillips Road.
*M/S/P Schuster/Porlier: to approve Ordinance REZN-11-13-1404 Amending the Official
Zoning Map for the Village of Weston from R-R (Rural Residential) to RTF (Residential Two
Family) on the property know as 3113 Camp Phillips Road, per the recommendation of the
Plan Commission. Q/ Schuster said this item was referred back to the Plan Commission at the
last Village Board meeting. He said almost 9 acres is wetland and can’t be built on. This
individual is trying to make some changes to his exisiting house. He wants to make a separate
unit for a relative. He recommends approval. Ermeling said it would still be 3 acres in RTF
zoning. She said potentially someone could put several units on three acres of that property.
Higgins said someone could, but this is also located on a private drive. She said there is only 3.3
acres of buildable lot. Ermeling feels the Board would be setting a precedent on this. Higgins said
the only way to rent out legally to someone on this property is to rezone it to RTF. All were in
favor except Ermeling who voted no. Motion passed.
4.2 Assessor Contract for Service
Guild asked for this item to be tabled. He said there are a few more revisions that need to be
made. *M/S/P Ziegler/Schuster: to table this item.
4.3 Proceed into closed session under Wisconsin State Statute §19.85 (1) (c) to consider the
employment, promotion, and compensation, as well as, §19.85 (1) (e) to deliberate whenever
competitive or bargaining reasons require a closed session.
*M/S/P Schuster/Ziegler: to convene to Closed Session at 6:20 p.m.
4.4 Return to open session and consider the following actions as discussed in the previously
closed session discussion.
a) Resolve that the Board of Trustees should approve of Carlson Dettman Classification and
Compensation Plan, as well as, adoption of the Personnel Policy & Procedure Handbook
Chapter #14 entitled “Compensation” (Resolution 1).
b) Resolve that the Board of Trustees should reorganize certain positions; including, Parks
Maintainer, Aquatic Center Manager, Intern, Taxpayer Relations Coordinator, Administrative
Specialist, Deputy Director of Public Works (Resolution 2).
c) 2014 Salary Ranges for Exempt Employees (Resolution 3).
d) Labor Agreement with Teamsters represented employees as well as 2014 Wages for Non-
Exempt Employees (Resolution 4).
e) Disbursement of 2013 Awards and Recognition for Employees (Resolution 5).
f) Offer to purchase land in the Weston Business Park South from Sutton Transport.
*M/S/P Schuster/Porlier: to reconvene from Closed Session at 8:38 p.m.
*M/S/P Ermeling/Berger: to approve Resolutions 1 – 4 (Items a – d), as presented in draft
form by the Administrator, and revised after the closed session discussion by the Board of
Trustees, which more specifically passed the Carlson Dettman Classification and
compensation plan as the official class and comp plan for the Village, and empowers the
Administrator to begin executing the pay plan with adjustments to Exempt, Salaried
positions, empowers the Administrator to conclude 2014 wage negotiations with the
Teamsters Union, and its represented employees, and furthermore directs the
Administrator to develop pay-for-performance policies and guidelines which will be used to
implement the Carlson Dettman pay plan and move Village employees through the various
steps.
No action was taken on items e and f.

6.1 Clerk
Weinkauf reported there would be no primary election in February for the Village of Weston.

6.4 Fire/EMS approx.
Meilahn reported to date there have been 140 responses for SAFER.
6.5 Parks
Osterbrink reported staff is currently accepting lifeguard applications. He also gave an update on
the ice rink closures and attendance.
6.6 Planning
Higgins reported staff took some paperwork over to the Municipal Court Judge for her signature
on a special warrant to inspect a nuisance property on Cecil Street.
6.7 Public Works
Donner recognized Michael Wodalski for achieving his Professional Engineer status. He also
gave an update on the snow and ice packet that is ready for publication. Schuster said the Street
Crew has been doing a good job keeping the streets in good shape.
