6. Public Comments.
Landy Koppa, 2802 Sternberg Ave, indicated he was opposed to the name change from
the portion of Sternberg that he lives on to Weiland. He received 44 signatures on a petition
to not change that portion of Sternberg. He commented on a list of items he would have to
change his address information on. Higgins said a number of those things can be changed

Higgins reported we received a notice from the DNR indicating Weston will receive a
$78,735 recycling grant.

Schulz reported both Sergeant Goff and Officer Long were honored with awards from the
Wisconsin Professional Police Association. He also said mental health calls continue to
increase. He also reported school administrators are looking to increase school officers.

25. Public Works
Donner reported the total impact to the Village from the last snow storm event was
approximately $41,000. He has been in discussion with Marathon County in regards to
disaster relief assistance.

commented on a 911 call where the Everest Metro and EMS had no issues with finding the
address on this part of Sternberg Avenue. Higgins said the issue is not finding anyone on
this part of Sternberg, it’s confusing to people because it is a t-intersection, and it is a
contiguous issue.

55. Approve Planning/Development Department Audit
Mark Roffers reviewed the assessment and recommendations from the
Planning/Development Department audit. Some of the key recommendation include zoning
ordinance amendments, customer service, improving web-based applications, and overall
staffing. He also recommends the department hire an economic Development Coordinator.

56. Approve Memorandum of Understanding with Forward Development Group.
Guild said the Memorandum of Understanding with Forward Development Group can be
used to help draft a development agreement in the future. White asked if this was reviewed
by the Village attorney. Guild said yes. Zeyghami asked about a binding agreement with
Marathon County and the WI DOT. Guild does not know when an agreement will be made.
Guild would like to have a meeting with Trustee Zeyghami regarding the Memorandum of
Understanding. There was a short discussion on a TID project plan amendment.

with Forward Development Group. Q/ White commented this was passed by four
other Village committees.

57. Approve Forward Development Group request to authorize borrowing for ATC
Transmission Line Relocation/Reconstruction.
Guild said steel for the transmission project is taking about six months to order and will be
needed to move forward with the project. Justin Frahm, with JSD Professional Services,
presented the master plan on the Camp Phillips Centre and explained the relocation of
transmission lines. He explained the wetland impact to the project and explained the
options. Construction could start late 2018. There was a short discussion on financing.
Ermeling is concerned about not having an agreement with JSD Professional Services or
Forward Development Group. Guild said the relocation/ reconstruction of the transmission
line would need to be done to make the land profitable and would need to be done if the
Village worked with any other group. There was a short discussion on financing. Guild said
this project has more security than the Business & Technology Park had. Dennis
Stienkraus with Forward Development Group, said they feel very confident this will be a
successful project.

58. Approve Transport Way Street Extension Plan by use of eminent domain.
Guild explained this request is to allow Transport Way to be connected to Weston Avenue,
and include a connection going north to Weston Avenue. The property owner is open to
going through the eminent domain process.

Porlier, Ziegler and Ermeling welcomed the new Board members. Porlier said he is interested in
serving on any Village committee. Porlier, Berger and White thanked everyone for the opportunity.
Berger thanked staff for the great job that they do. Ermeling thanked the outgoing Trustees for their
service.
