VILLAGE OF WESTON, MARATHON COUNTY, WISCONSIN SPECIAL MEETING MINUTES OF THE BOARD OF TRUSTEES October 29, 2018, at 6:00 p.m. 1. Call to Order by President Ermeling at 6:00 p.m. Ermeling called the regular Board of Trustees meeting to order at 6:10 p.m. 2. Pledge Allegiance to the Flag 3. Roll Call by Clerk Roll call indicated 7 Board of Trustees present. Trustee Present Ermeling, Barb YES Ostrowski, Kevin YES Zeyghami, Hooshang YES Ziegler, Jon YES Sparks, Wally YES Maloney, Mark YES Xiong, Yee YES (Present by Phone) Finance Committee members Dick Yaeger and Bob Bender were also in attendance. 4. 2019 Budget Presentation and Discussion – all Funds Trautman reviewed the revenues and expenditures in the proposed 2019 budget. The proposal includes increasing the levy $275,000, reallocating the Debt Service levy to the General Fund in the amount of $300,000, moving $152,000 to the CIP budget and using fund balance in the amount of $46,000. The proposed increase is $6.631 or a 28.5 cent increase – 4.49%. It was indicated there is $166,000 left from the Foremost Funds. Ermeling would like to see the rest of this get used for one-time funding. Trautman said the Everest Metro budget will most likely increase and she does not have a final number from SAFER yet. The Refuse Recycling increase will be $2 for the residents. Osterbrink reviewed the Aquatic Center budget. Trautman reviewed TIF District #2 budget, Room Tax funds, and debt service fund. She reviewed the current debt schedule for the general obligation debt. She also reviewed the Weston Centennial and Farmers Market funds. 5. CIP Presentation and Discussion Wodalski gave a presentation on the proposed Capital Improvement plan (CIP). The proposed 2019 CIP estimate is $7,313,211. He also reviewed the CIP proposed budget for 2020. Ermeling hopes the Board is serious about building a new municipal center. There was a brief discussion on curb repairs and on a new municipal center. Maloney and Sparks would like discussions to continue with neighboring communities regarding the Village’s plans to build a new municipal center. There was another brief discussion on possible locations for a municipal center building. It was indicated the Board will schedule a meeting to discuss the replacement of the municipal center. Kueny will be asked to attend and give a presentation on their municipal facilities condition assessment report. There was BOARD OF TRUSTEES – SPECIAL MEETING MINUTES 10/29/2018 Prepared by: Sherry Weinkauf, Clerk another discussion on special assessing street projects. The consensus of the board members was to hold off on any municipal center remodels or repairs for next year. Another budget workshop will be held on November 5th in the Municipal Court Room. 6. Approval of Contract with Victus Advisors, LLC, for a Sports Complex Feasibility Study Motion by Zeyghami, second by Ostrowski to approve a contract with Victus Advisors, LLC, for a sports complex feasibility study. Q/Dick Barrett, with the Convention and Visitors Bureau (CVB), talked about the affordability of a proposed sports complex. He said they need to make sure the complex can be sustained for future years. Doing the feasibility study is taking a risk. He talked about a soccer group that is interested in renting the complex if built in this area. There is also a ski group showing some interest. As of right now the CVB can’t guarantee using any of their funding on Weston’s behalf. He feels they will be able to put something towards it in a couple of months. Maloney asked if there was a sense of urgency to get this done. Donner said yes because of working simultaneously with MCDEVCO. Maloney suggested contacting other communities to participate. Zeyghami said the Park Committee approved moving forward with the study some time ago. Jim Warsaw said before contacting the other communities they want to make sure it makes sense to put a complex in this area. Sparks would like to see the Village get paid back by the CVB. This should not just be paid for by Weston because it will benefit the entire community.
