VILLAGE OF WESTON, MARATHON COUNTY, WISCONSIN REGULAR MEETING MINUTES OF THE BOARD OF TRUSTEES Monday, August 3, 2020, at 6:00 p.m. 1. He said the CVB is here to work with everyone. He gave a recap of their 2019 budget and growth. SAFER 16. Tourism 17. Zoning Board of Appeals REPORTS FROM DEPARTMENTS 18. Administrator Donner reported the vestibule is now open to the public. It seems to be working out well. He also reported on the recent face covering mandate. The advice from the Village attorney is to comply with the CDC guidelines. The Governors order places the responsibility on the individual to comply. This coming Wednesday there will be a meeting to discuss public relations for the new municipal facility. 19. Finance 20. Discussion and possible action on the appointment to fill the recently vacated Trustee seat Clerk Weinkauf named the applicants: Steve Meinel Charlotte Towle Steven Cronin Sheng Khang Hooshang Zeyghami Fred Schuster White said there was a lot of information in the applications and this was a good way to get to know the candidates. Maloney and Ziegler nominated Steve Meinel to fill the Trustee vacancy. Fiene and White nominated Charlotte Towle to fill the Trustee vacancy. Ermeling nominated Fred Schuster to fill the Trustee vacancy. Appoint Chairperson of the Plan Commission Maloney appointed himself to the Plan Commission as Chairperson. 33. Appoint Trustee to SAFER Board of Directors Maloney asked if anyone was interested. Fiene, Ermeling and White said they were interested in serving on the SAFER Board of Directors. Motion by Maloney, second by Ermeling to appoint Trustee White. Discussion and possible action on Board of Trustees and Committee meeting schedule changes Maloney said when he became Trustee two and a ½ years ago he pushed for two meetings a month. He now wants the board members to think about going back to one meeting a month. This will allow for staff to be more productive. He suggested having the meetings on the third Monday of each month and keep the first Monday free. He suggested staff look at holding Board and Committee meetings on the second and third Monday and Tuesday of each month. White said this was done in the past and the only negative thing he heard was that sometimes it would take longer for someone to get board approval if needed. He also said the Village should check with committee members before changing any meeting dates. Ermeling said special meetings could be held if needed. Maloney asked staff to look at this and bring something back for the Board to consider. Xiong suggested having meetings like the County where they have an educational meeting before their regular meetings. Ziegler said the Village tried that once and it did not work. He is not in favor of having the educational meetings. Motion by Fiene, second by Ermeling to approve moving the regular Board of Trustees meetings to the third Monday of each month effective August 17th. Q/Donner said the Village ordinance on meeting times will have to be revised. White said this is just for the Board of Trustees and not any other committee meetings. Discussion and possible action on Aquatic Center operation for current season Trautman reviewed the room tax projections. She said the Village can keep $81,718 (30% share of room tax). She also reviewed the 2018, 2019 actual budget and the 2020 Aquatic Center budget estimate using room tax to offset some of the shortfall. Ermeling said if the Village falls short of room tax money can the Village use the excess funds from the CVB. Mr. Barret said yes. Maloney suggested having longer sessions at the Aquatic Center since we are not reaching capacity. White said rather than lose more money he feels the Village should shut it down. Maloney said the food vendor at the Aquatic Center has concerns with closing the pool earlier because he has no outlet for the food he has purchased. Maloney talked about the traceability issue. Other businesses are not tracing their customers. White said the reason for traceability is because of a possible Covid outbreak at the pool. Maloney said the Village put undo restrictions on the patrons and that could have contributed to the lower turn out. Ermeling suggested allowing patrons in with cash if spots are available. Donner said there were some concerns with handling cash. Ermeling asked what the loss would be if the Village stays open through August 23rd versus closing now. Trautman said the loss would be $18,000. Ermeling said she does not want to take from other parts of budget, which includes the CIP, to fund the shortfall. Maloney suggested giving the food vendor some funds to cover his loss if the Village decides to close now. White said this would also affect the employees working there right now. Ziegler asked Mr. Barrett about the availability of finds from the CVB. Mr. Barrett said the CVB can make the village whole. No action was taken on this item and the pool will remain open for now. MOVE TO CLOSED SESSION PER 19.85(1)(e) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. • Offer by Tommy Docks to purchase land in Weston Business Park • Wausau/Central Wisconsin Convention & Visitors Bureau Agreement Motion by Ermeling, second by Fiene to convene to closed session. Q/Xiong would like the discussion regarding the Wausau/Central Wisconsin Convention & Visitors Bureau Agreement in open session. Ermeling and Fiene rescinded their motions. Motion by Ermeling, second by Fiene to convene to closed session and only discuss the Offer by Tommy Docks to purchase land in the Weston Business Park. REMARKS FROM TRUSTEES There was a short discussion regarding mailed absentee ballot applications to residents from third party organizations. REMARKS FROM THE PRESIDENT Maloney would like the Everest Metro Joint Finance appointment on the next meeting agenda. FUTURE ITEMS Next meeting date(s): - August 17, 2020, Board of Trustees Regular Meeting at 6:00 p.m. - Should the Board of Trustees hold their regular meeting on Tuesday, September 8th? (1st Monday in September is Labor Day). This meeting will not be held. - September 21, 2020, Board of Trustees Regular Meeting at 6:00 p.m. ADJOURN Maloney adjourned the meeting.
