President Maloney called the meeting to order at 6:00 p.m.

Kelly Hansen, 5702 Pine Park Street, voiced her concern with the blight in her
neighborhood. She is hoping it can be addressed at the next meeting. Maloney
explained the notification procedure to her.
Leann Montag, 4006 Shorey, Nancy Yaeger, 4702 Shorey, and Roxanne Brecke, 4804
Shorey voiced their concerns regarding internet service. They would like better service
offered to them.

Maloney opened the hearing at 6:11 p.m.
• Riley Imbach - appealing denial of Operator License
Riley Imbach, Wausau, said he was present to appeal the denial of his
Operator License. He said he has not had any alcohol related offenses in
the last three years. Since that time, he has turned his life around. He
attended a drug and alcohol course at NTC. Maloney read a letter from
Mike Erdman, with Trailside. Attorney Yde said Mr. Imbach has shown
competent evidence that would require granting the license.

6. Action on Hearing
Motion by Fiene, second by Ermeling to approve the license and
override the recommendation from Chief Schulz. Q/ Fiene said the fact
that Riley was underage, and it is a crime, but he has done his time, and the
owner of the bar speaks highly of him, he has had no offenses in three years,
and this should not be held against him Ermeling said young people make

Higgins said Mount Olive Church initiated the amendment. The Plan
Commission recommends approval. She also said there was no opposition to
the rezoning.

Zeyghami had some concerns with parking. Higgins said this will need to
go through site plan review.

Public Comments:
Jim Pinsonneault, 5002 Arrow Street, said he is the owner of Patriot Auto and
is not opposed to changing the name of Schofield Avenue, but there is a
substantial cost to all businesses. He recently moved his business and the
costs to change the address include new business cards and legal fees for his
business leases. There are substantial costs to consider for business owners.
He talked about the cost of changing street signs on Schofield Avenue. There
was a brief discussion among the board members.

45. Ordinance No 21-014: An ordinance to amend Section 6.104(5) Issuance
of Alcohol Beverage Licenses – Proposal from Attorney Yde (15.55 on

Attorney Yde explained his proposal to the ordinance. No action was taken.
46. Update on American Rescue Plan (ARPA) Funds (1:17 on recording

a. Consider directing some of the ARPA funds to SAFER and Everest
Metro Police Department
The Board members discussed the guidelines and different options for
using the ARPA funds.
Motion by Fiene second by White to allocate American Rescue Plan
funds from the Village of Weston’s estimated 2.2 million of funding,
in proportion of up to 10 percent each to the Everest Metro Police
Department and South Area Fire & Emergency Response District to
the extent each agency has eligible expenses. Q/ Xiong advised the
board not to make an official decision until the official criteria comes out.
Meinel agrees and feels we might be getting ahead of ourselves. Fiene
said this is just an allocation. Xiong does not want to complicate the
process. Ermeling also agrees with Xiong. She said this is also eligible
one-time expenses. White asked for a roll call vote. Maloney said the
Board can’t compare these jobs to other jobs. We need to be united and
show support for these two agencies. Xiong agrees with Maloney but feels
we need to wait until there are more clear guidelines.
Motion by Ermeling, second by Fiene to amend the original motion
and add to the extent each agency has one-time eligible expenses.
Q/Trautman said part of the interim final rules is revenue loss used for
operations and includes all departments.

49. Change address of the new municipal center site located on Camp

Motion by Zeyghami second by Meinel to approve changing the new
Municipal Center site’s address from 4707 Camp Phillips Rd to 4747
Camp Phillips Rd. Q/ Xiong asked about the rationale. Maloney said it will be
easier to remember. Xiong also asked if this would affect anything with public
safety. Maloney said no. There was a range of numbers that the Village could
select.

Zeyghami asked about waiting until the budget was exhausted. Wodalski said
they will likely exhaust the budget. Meinel asked why it was not included in
the original bid. Wodalski said he originally thought it would be an 18-week
process instead of a 24-week. There was a short discussion on a previous
change order. Wodalski also pointed out that pipe prices have increased
significantly. There was a short discussion regarding capital projects that
came in under budget.

Motion by Zeyghami second by Fiene to approve the installation of a
Memorial Bench at the Dog Park. Q/ There was a short discussion on the
donators being a major contributor to the Village. Xiong wants the Board to be
consistent on making these decisions. Ermeling agrees with Xiong. Xiong
suggested reevaluating the policy. Ermeling said this donation does not follow
the policy. Zeyghami said he made his motion, based on the fact, that the
Park and Recreation Committee approved this.
