President Maloney called the meeting to order at 6:00 p.m.

4. Open Hearing and hear comments
Maloney opened the hearing at 6:01 p.m.
• Eric Maholmes - appealing denial of Operator License
Taylyn Brooks, store manager of The Store, said Eric is a great employee.
He is always on time and is a hard worker. He has changed his life
around since his conviction 10 years ago. Attorney Yde said the felony
conviction was from 2003. He explained the drug conviction. The
competent evidence of rehabilitation does not apply to this particular
offense. The Board has the discretion to do whatever they want to do.
Ermeling said Eric has a second job and this conviction was 10 years ago.
She struggles with denying this. Eric said he has not been in any trouble
for 10 years. He is trying to make a better living for him and his family.
Xiong asked about the steps taken to rehabilitate. Eric said he attended
multiple drug programs, Attic correctional services, and Alcoholics
Anonymous. Fiene asked Eric if he still hangs out with anyone that could
negatively influence him. Eric said no. Police Chief Schulz said he was
just following the ordinance.

Several businesses would like to speak regarding the Schofield Avenue name
change
Andy Sutton, representing Sutton Transport, said he is disappointed that the business
community was not polled about his. This is a tremendous hardship on businesses. In
their case they would need to notify 10,000 customers regarding the change. He talked
about the new address issues with google maps. He does not see a benefit to the
Village.
Maloney said he is the one that asked for this item to be on the agenda originally. He
put it on because he believes it is confusing. This is all on him.
Maloney read an email from Ethel Quisler, who opposes the name change.
Theodore Pike, 1925 Schofield Ave., said his father knew DC Everest and he has
heard, from family members, that DC Everest named Schofield Avenue. He has lived on
Schofield Avenue since he was born. He opposes this. He feels it would cost a lot of
money to make the change.
Jim Pinsonnault, 5002 Arrow Street, said he currently owns several pieces of property in
Weston, with one that is located on Schofield Avenue. Changing the name of Schofield
Avenue creates a problem and does not solve anything. There is also a large cost to
the taxpayers of the Village. He explained how the taxpayers will be affected. He talked
about the extreme costs to businesses. He also talked about the new address issues
with google maps. When customers can’t find their businesses, it is lost revenue. He
said Schofield Avenue was named after a gentleman who was instrumental in the
development of central Wisconsin. He was a prominent businessman in the 1800’s. The
Village Board has lost confidence in the residents. The approval of an overpriced, over
built municipal center is one example, and the street naming is another. Next time there
should not be a problem discussing the idea before making the decision.
Jamie Schlei, 3806 Schofield Ave., asked about the loss of federal tax money in which a
Trustee was quoted saying in a media story. She also wants to know how long it will
take online search engines to correct the addressing. That is one of the biggest
concerns for her. Ermeling said when someone puts down Schofield as their mailing
address, when getting or updating a driver’s license, the Village loses tax dollars from

the state. Schlei also feels changing the name to DC Everest Blvd., will cause confusion
for people when trying to find DC Everest schools.
Troy Chapman, 1803 Schofield Ave, says he has had his office here for 30 some years.
It will be a lot of work to change the address.
Steve Ruppel, 8404 Windsor Dr., also representing Ruppel Chiropractic, 3807 Schofield
Ave., said when he brought his business here, he was warned that Weston is not open
for business and was concerned. He said GPS mapping can be a huge issue. The
name change will create confusion. He suggested spending room tax dollars to create
community awareness on the identity issue.
Marcy Fehrman, 1815 Schofield Avenue, stated she was opposed the name change.
Sara Pinsonneault, 5002 Arrow St., also representing Patriot Auto Repair, said Weston
is a great community. The business owners on Schofield Avenue are frustrated that
they were not involved in the decision-making process. She has over 50 signatures of
people opposed to the name change.
Cindy Russell, 5907 Tricia Ave., asked if staff received a list of budgetary items for the
exterior upgrades to the Public Safety Building. Donner said yes, but he is not planning
action on the item right now. She said, in her opinion, the safety building is not an eye
sore. The Village is looking at how to increase revenue to cover expenses, and she
would like to propose to forgo the beautification of the Public Safety building, which
already looks fine, and use those funds to increase safety personnel which would
benefit the taxpayer.
Morgan Woodruff, 3727 Ross Ave., also a server at Tine and Cellar, said she loves the
community and is very active in the community. During the pandemic they almost lost
their business. The people in the community gave back to them. She said the Board’s
idea is horrible. She said if the Board cares about the people they will change this.
Marie Kieffer, 2106 Schofield Ave., owner of Verve Salon | Spa, said bringing all the
business owners together creates change. She also said changing the street name will
not create change it will create confusion. She asked if this change can be stopped.
Maloney said a Board member will need to ask for this item to come back to the Board
for reconsideration. White said a motion to rescind would need to be made. Fiene said
five Trustees would need to agree to rescind. Attorney Yde said because there is no
action to be taken this evening the Board should be listening and not talking. Marie
hopes the Board takes what the business owners have to say into consideration.
Dave Barnes, 5009 Schofield Ave., representing Total Rental Center, U-haul, and Red
Clover Market, said it is already hard for people to find him now for the U-haul business.
There is no reason to change the name of the road.
Jim Russel, 5907 Tricia Ave., said the confusion is the “54476” zip code. There is no
confusion on where Schofield Avenue is.

Mike Drews, with Showcase Carpets, said he is opposed to the change and said they
do not need the change. It will cause more confusion than what they already have
today.
Marcy Fehrman, 1815 Schofield Avenue, said she was disappointed that the Board did
not come to the business owners before the decision was made. It is disappointing that
the Village asked the DC Everest School District but did not ask the business owners.
She also said if we can’t change your minds then perhaps the Village could reduce their
taxes.
Maloney said he received a call from Holly Jorgeson, with State Farm Insurance, who is
also in opposition.
Administrator Donner said he received a call from Kris and Don Rasmussen who are
opposed.
Theodore Pike said the Village wasted a lot of money through the years on the
beautification project. Maloney will follow up with Mr. Pike on that issue.

Schulz reported there were over 2,000 call for service in August. The staffing
issues need to be addressed. Fiene asked for the discussion of cost-sharing
opportunities with neighboring municipalities be put on the next agenda. He
also said the only way to maintain the calls of service is to go to referendum.
Xiong suggested having a Board Retreat. Zeyghami suggested the Village
invite other communities. Meinel said the Village needs to look at priorities.

space to hold tournaments and other larger events.

Ermeling asked why this was being proposed. Maloney said he has someone
that wants to be on the committee and someone else that he wants to call.
They are Human Resource professionals. Xiong asked if it is hard to find
candidates. Maloney said there were several interested persons last time he
worked with the Administrator.
