Administrator Donner gave update on the new Municipal Center Building project. The completion date is October 2022, and it is on schedule. Staff has been following up with the DOR about the TID #2 project plan amendment. He would like to hold an HR meeting the first part of December. He would also like to hold a joint meeting with the Board and Plan Commission in December. Employee review process has started. 26. Q/Meinel asked if they are looking for access points or monitoring the level of the water leaving the collection ponds. Director Wodalski explained the additional analysis of the pond, located in Windermere Oaks, which is to determine its capacity and to make sure it meets DNR requirements. The initial scope of the project was assuming we would be using ditches the entire way. Utilizing a curb seems to be the best option. Since we are not using the ditch for stormwater treatment the pond must be analyzed to make sure it is an equivalent measure of what the ditch measure would provide. If we need to re-excavate the pond this will be a part of the construction project. Recommendation from Plan Commission for reimbursement of Conditional Use Permit Hearing Fees of $250 for Patriot Auto. Q/ Jim Pinsonneault with Patriot Auto, 5002 Arrow St, spoke before the board. He said he did not request this refund. The Plan Commission unanimously voted to refund the hearing fee. Meinel said there were minor changes that needed to be done and the Plan Commission thought this was such a minor change that it did not warrant the extra charge. Xiong asked if the Village ever reimbursed this charge before in a similar situation. Maloney said he is not aware of any refunds. This process limits the staff to approve things. Higgins said there was a code change in 2015. Xiong asked why staff recommends denying this refund. Higgins said staff spent a lot of time on this project. The Village has absorbed many fees from this project. The entire landscaping plan was changed, it had to go back to Plan Commission. Xiong said we need to have set criteria if we are going to reimburse. He is worried about setting a precedence in the future. Maloney feels that we need to look at Conditional Use permits and look at the landscaping requirements. He feels that some of them are hard to meet for smaller businesses. Ermeling said this is what our ordinance says at this time. The Village spent money on publication fees. We are going to violate our own ordinance if we refund the money. If we don’t like this ordinance, then we need to change the ordinance. Maloney feels that the colors should be architect picked. White feels we want neutral colors. Zeyghami said the choices are commercial grade and low maintenance. Wodalski said the carpet is carpet tiles and can be easily replaced. Xiong said this doesn’t look like a government board room. He would like to see it more like the City of Wausau Council Chamber. Maloney wants it to be a flex room.
