• Administrator Work Plan Highlights for 2022 – Discussion and possible
action
Donner talked about updating Village strategic plan and identifying core
services. He talked about the possibility of referendum for EMPD police
services. There will be a meeting between the Chief of Police, Administrator,
Clerk and Finance Director next week.

Weinkauf said In-Person Absentee voting will begin at the Municipal Center starting
March 22, 2022.

23. Fire/EMS
The position of Fire Chief has been filled by Deputy Fire Chief Finke. Interviews will
start in April for the vacant Deputy Fire Chief position. The open Fire Captain position
has been offered to one of the candidates. Interviews on March 28th for part-time
positions will start.
24. Parks & Recreation
Osterbrink said we have 111 inventoried Ash trees on Village property. We cut down
19 trees to date at Kennedy Park.
• Prohaska Park
Osterbrink talked about applying for Federal/State grants for Prohaska Park.
25. Plan/Dev
Higgins said there will be Public Hearing between the Plan Commission and the
Board of Trustees to consider an amendment to TID 2, on March 29th at 6:00 p.m.
The Joint Review Board Meeting has been scheduled for April 6th.
26. Police
Officer Rusinek gave a department update.
27. Public Works
Deputy Director Raczkowski gave an update on Street operations.

Routes? Fiene requested at the last Public Works meeting that we have one meeting
so we can all come together and get all roads approved at one time instead of
piecemealing. Deputy Director Raczkowski said he talked to the lady that represents
the ATV/UTV group and she will be requesting more roads to the route. He also talked
to the county and before the county map is updated, ordinances need to be approved
and needs to be approved through law enforcement first.

driveways for the price $223,247.75. Q/Xiong asked why the price is $19,000 more
than the estimated project? Deputy Director Raczkowski said that the prices have
gone up because of the recent increase on oil prices. Administrator Donner said the
bid is $500 under budget.

asked what the likelihood is of receiving the 80/20 grant? Deputy Director Raczkowski
said he did not have an answer on that. Director Wodalski has been working on the
grant. Director Trautman said that we have been getting a lot of emails from the State
encouraging us to apply with qualified projects for the grant money. Zeyghami asked
why we don’t use our own contracts? Administrator Donner said this is the description
of scope of services from both companies and we can make it contingent on this
agreement.
Zeyghami makes a motion to use our own consultants for this project. Fiene
accepts the friendly amendment. White seconds the friendly amendment.
