Administrator Donner stated that he met with Kueny Architechts regarding details to be finalized on the building. Updates on the project continue to be provided in Tuesday morning meetings. A presentation was provided at the Everest Area Optimists regarding the new municipal building. Looking at the old municipal building at 5500 Schofield Avenue and possible uses of ARPA funds for that. Staff concluded the Strategic Planning with a final meeting and are moving forward. 20. Clerk 21. Finance Trautman stated that the tax bills have been mailed out and residents/businesses should be receiving them soon. 22. Fire/EMS Chief Finke stated the Board approved the purchase of a new ambulance. It will be two years before they are able to receive it. Going forward, only the chassis of the ambulance will need to be replaced which will result in about a 50 percent cost savings. Discussion and action on the request to vacate and unimproved portion of the Dominika Street right-of-way laying south of Mary Lane (on recording https://youtu.be/2i4DGU-_vXg?t=1653) Donner approached the Board recapping the past discussion of the Board reiterating that the question before the Board was if they wanted to take it to public hearing or not take any further action. Heath Tappe was not willing to sign a petition to allow the discontinuance due to the unknown of the future subdivision. Maloney inquired of the two drawings provided to the Board regarding the proposed adjustments that could be made to the property. Joe Muzynoski was present and spoke before the Board regarding his wish to have the road discontinued. Donner stressed again that the question before the Board was whether they wanted to go to public hearing or not take any further action. Motion by Ermeling, second by Cronin to refer this matter to the Plan Commission for public hearing. Motion by Cronin to rescind motion to refer matter to the Plan Commission for public hearing, seconded by Ermeling. Motion by Ermeling to approve the Resolution and hold a meeting on February 20 for public hearing, seconded by Cronin. Motion made by Cronin, seconded by Fiene to amend prior motion, and in addition hold the public hearing after the referral to the Plan Commission at the January meeting. Discussion of Construction Options for the Village Salt Shed (on recording https://youtu.be/2i4DGU-_vXg?t=4780) Donner explained the history of the salt shed bids and budget and the increased construction estimates that were provided. We are looking at another option and a different kind of structure. The zoning code does not permit a fabric type structure to be put up in anything but agriculture so the Board is being asked whether they would be supportive to refer to the Plan Commission to consider changes in the zoning code to permit this type of structure to be placed at the municipal center and whether they would require any other perimeters. Maloney then asked who would be putting up the structure and stressed his concern for the continuation of Kueny Architects to handle these projects due to past experiences. Zeyghami asked if there was any communication with other municipalities to see how this type of shed would function with regards to temperature, etc. Wodalski said that had been done and the communication had been positive. Ermeling asked about the price of the structure which would be estimated around $300,00 for the main structure. Cronin asked if it could be a different color. Zeyghami inquired about the bottom portion of the shed to which Wodalski indicated that there are several types of foundations the Village could choose from. Maloney asked about sharing with other municipalities and if there a need for it to be on the Municipal Center site. Would Weston be able to share services with other municipalities. Wodalski expressed concerns about that option as to the time to travel during an event to fill up with salt/sand. Hartinger requested that the plan commission review the question of whether or not the Village could/would share salt shed services with other municipalities and if it would be feasible. Cronin requested that the plan commission look into making this type of building a conditional use in the Institutional Zoning District. Motion by Fiene, second by Hartinger to recommend staff to work with Plan Commission on revisions to the Zoning Code to allow the fabric type of structure be allowed within the Institutional Zoning District. Zeyghami stressed once again to look into shared services with salt shed. Hartinger expressed his appreciation to staff in the November 2022 election. Weiland shared that her vote for the appointment of Yee Leng Xiong to the finance committee was nay. REMARKS FROM THE PRESIDENT Fred Schuster expressed his extreme pleasure with the new Village signage.
