Plan/Dev Higgins reported that the new Assistant Planner started at the Village. 24. Police Chief Schulz reported that there are currently three vacancies at the department. Detective promotion of Matt Nelson. Joshua English is new school resource officer. 25. Public Works Wodalski reported that a request was received from State of Wisconsin regarding the Business 51 project which will be brought up in the February agenda. 26. Motion Carried. Ermeling spoke briefly about the proposal of the apartment building and that parking and traffic be taken in consideration for the neighbors. Motion Carried. Cronin pointed out that with the vacancy and not spending those wages in the budget, we are increasing the fee due to the contract with Wausau. Cronin also pointed out that the Village fee schedule is reasonable and because of that we have good development. Update and Possible Action on American Rescue Plan (ARPA) Funds. None. Items #36 was moved by Board approval to be heard prior to Item #5. (on recording https://youtu.be/M-dBXRLxJ88?t=1123) 36. Update and Possible Action on Status of Municipal Center Completion. Donner advised the Board that the construction contract with Miron was $14,372,787 and we are still within the budget on the project. That dollar amount includes a $120,000 change order allowance. A certificate of substantial completion has been prepared and provided to Miron for signature with a date of 1/4/2023. The signed document has not been returned yet. Jon Wallenkamp is present at this meeting and provided the following: • Elevator delay caused a delay in substantial completion • Contingency was carried of 2.25 percent which is about $320,000 • Weston is about $153,000 below contingency • 1.17 percent of contingency was spent on the project • Punch list items will be done by 1/20/2023 • Contract which was signed has a liquidated damages clause of $250/day Jim Pinsonneault – 5002 Arrow Street, Weston. Mr. Pinsonneault gave comments to the Board with regard to the new Municipal Center update. He felt that Keuny Architects should be held responsible, and the Board should impose the fine of $250 per day plus damages. Item #37 was moved by Board approval to be heard prior to Item #5. Discussion and Possible Action on Proceeding with Resolution for the Discontinuance or Alteration of the Dominika Street Right-of-Way South of Mary Lane Motion by Ermeling, second by Fiene to defer action on proceeding with Resolution for the discontinuance or alteration of the Dominika Street right-of- way south of Mary Lane.
