Administrator Donner spoke regarding the open house for the new Municipal Building and made note of the next meeting for the Public Safety Building Committee. 20. Clerk 21. Finance Trautman informed the Board that if they receive a phone call from Kerber Rose CPAs, it will be with regard to the audit. 22. Fire/EMS Chief Finke informed the Board of EMPD efforts to start CPR on an individual who is employed at a Village of Weston business who successfully walked out of the hospital after cardiac arrest thanks to their life saving efforts. Also, a culvert washed out on Highway KK and SAFER has been covering a small part of the Town of Mosinee due to the inability of Mosinee Fire to get to that location quickly because of the washout. Parks & Recreation Osterbrink advised that swim lesson registration has begun and the sign-ups are many. Also had kick-off meeting with Rettler with regard to the CORP. 24. Plan/Dev Higgins advised that will be making updates to the land use map and other items in conjunction with the CORP Plan. 25. Police Captain John Rusinek indicated that the department was going through the hiring process with five vacancies. Cronin asked the Captain about Weston Elementary School pickup and drop off on Camp Phillips Road and expressed the safety of not using that entrance to pick-up and drop off. 26. Public Works Wodalski advised that May 22 will be when American Asphalt is on Northwestern Avenue. DOT meeting for Business 51 will be on April 19, 2023. 27. Technology Crowe advised that Kennedy Park to install will be in the next week or two. Also gave updates on Board Room technology. WORK PRODUCT TRANSMITTALS 28. Acknowledge March Building Permits 29. Update and Possible Action on American Rescue Plan (ARPA) Funds. 42. Discussion and/or action on Public Safety Building Project Budget, Project Scope Discussion was held with regard to the Public Safety Building Project Budget and Scope and what the Committee is looking for from the Board to move forward with the building improvements. Donnor spoke regarding the bid that was received and the cost of the improvements. Maloney spoke that the bid was high but that we could improve the building for less of the cost to refresh it. Hartinger spoke that there are more improvements needed for aesthetic versus structural. Cronin asked if we wanted to improve the interior along with the exterior. Hartinger stated that we would start with the exterior and then move to the interior separately. Pinsonneault indicated that the improvements should be done by fall of 2023. Motion by Cronin, second by Ermeling to direct the Public Safety Ad Hoc Committee to go out for bids for exterior design on the project for a dollar amount not to exceed $300,000. Motion carried. Residents were unhappy about the increased amount of traffic on Cutoff Road as people were taking it as a shortcut. Property at the end of Cutoff Road by Ross Avenue is owned by Greenheck. Donner indicated that if there were a vacation done, we would have to follow the statutes to do so. Cronin would like to see staff have conversations with Greenheck to see if they are in favor of it and the costs to vacate the road. Motion by Pinsonneault, second by Cronin to lay on the table. The discontinuation cannot result in a landlocked parcel. A hearing must be scheduled on the passage of the Resolution. The hearing date must be set more than 40 days after the Resolution was introduced and a Class 3 Notice must be posted and notice to all owners of the abutting properties. Motion by Cronin, second by Ermeling to direct staff to draft a Resolution. Motion carried. Motion by Cronin, second by Ermeling to rescind previous motion. Motion carried.
