Luis Lopes-Serrao, 6105 Rodney Street, spoke to the Board regarding support of roundabout at Schofield Avenue/Camp Phillips intersection as well as requested to see meeting agenda and minutes on Village website for Everest Metro Police Department. Donner read an email from Heath Tappe regarding his opposition to the discontinuation of that part of Dominika Street south of Mary Lane. MINUTES FROM PREVIOUS MEETINGS 4. Zeyghami requested correction of the 08/21/2023 meeting minutes to include his comment regarding the punch list item regarding the lower roof on the south side of the Municipal Center building. Administrator Donner spoke regarding meeting with Attorney Yde about the outstanding legal items as he departs from the Village. There are warranty items that will need to be followed up with Miron and Roman Maguire will be taking care of that. The Public Safety building BOARD OF TRUSTEES MEETING MINUTES 09/18/2023 Prepared by: Pamela Brehm, Village Clerk  VILLAGE OF WESTON, WISCONSIN OFFICIAL MEETING MINUTES OF THE BOARD OF TRUSTEES is progressing. Painting of siding and masonry is being completed. There was some overspray of painting and damage which will be remedied. The second week of October should be the estimated arrival time of the signs and the completion of those signs being installed will be dependent on the painting being completed. Cronin asked about Revi and the landscaping and Donner responded that Revi indicated that they would extend their warranty because of the time of the year. Pinsonneault asked if this could be addressed at the October meeting. Zeyghami asked if Miron was responsible for that and Wodalski said that Miron is responsible for holding Revi accountable. 19. Clerk 20. Finance • 2024 Budget Trautman said there would be a meeting on September 28 to further discuss the 2024 budget. 21. Fire/EMS Chief Finke reported that the department lost one lieutenant who went from full time to part time. Also lost one engineer/paramedic. 22. Parks & Recreation Osterbrink reported that the new park signage will be worked on this week. Zeyghami asked about the pickleball courts and the status. Osterbrink said there were plans for pickleball courts at Machmueller and Kellyland Parks. Zeyghami asked how close they were from residential homes and expressed his concerns about the residents hearing the noise of the pickleball courts. Zeyghami said it is important to make sure that it is not bothering the residents. 23. Plan/Dev • Update on Stillwater Landing Higgins reported that the Stillwater Landing update was in the packet. Maloney stated that on the north side of the mobile home park there were two large slabs of concrete and asked Maguire what the concrete slabs were going to be used for. Maguire said that the concrete is now code, and each home will have one. Maguire said there was a failure by Stillwater to inform occupants of electricians coming so the contractors were not able to finish the work. Maguire billed ten new home permits the Friday prior to the meeting. Cronin asked Higgins if there was an open house for Fuzzy’s Tacos. Higgins said that the open house was moved back. Cronin asked if they could be notified of the open house. 24. Police 25. Public Works Wodalski reported that he contacted Stillwater Landing owners with regard to replacing their entry road as the Village has a 60-year-old asbestos cement pipe there and would like to replace it at the same time as when they would replace their entry road. 26. Technology Crowe was asked by Cronin how come it took so long for CCCP to finish up the Kennedy Park project. Crowe responded that power needed to be installed and we worked on that but then CCCP had other projects to finish up before they finished up with Weston. Discussion and/or action on Dominika Street Right-of-Way South of Mary Lane. Attorney Runde was present at the meeting but has requested on behalf of his client to postpone any action until the October meeting. Donner indicated that the Village would need a legal description in order to do a partial discontinuance and follow the procedure with having a public hearing. Motion by Pinsonneault, second by Ermeling to have staff hire a surveyor to complete a legal description to draft a Resolution for the Board of Trustees to introduce a discontinuance of a portion of Dominika Street South of Mary Lane pursuant to §66.1003(4) at the October 16 meeting. Discussion and/or action on Weston Avenue (Ryan Street to CR-J) Change Order #1 (on recording https://youtu.be/yo8JFWtPmj8?t=3905) Motion by Zeyghami, second by Weiland to approve Change Order #1 for a project deduct of $15,967.40 for a new contract price of $6,697,732.17. Pinsonneault asked the question of why there is still $11,500 of mobilization costs and if the Village could use existing material. Wodalski indicated that the contractor has specialized equipment that they can bring in which will bring less man hours to the job. Maguire said that he reached out to Malbrit and they said they would get in contact with the Village to set up a date and they failed to do so. This item is on the agenda for discussion as to how the Board wants to proceed. Tatro recommends that we go to an outside service company for new building due to size. Bassett Mechanical indicated that it would have someone onsite on a monthly basis due to the size of the building. Maguire said there is documentation of everything that is checked over and reports are sent out. Contract is up at Safety Building at the end of this year—Cummins currently has that contract. Pinsonneault asked if the service company could tie into the asset management program and place their inspections there. Wodalski said yes, they could.
