The noise that comes from the facility is causing a disturbance to his home. Scott Brode, 5106 Sternberg Avenue spoke to the Board about Oldcastle Glass which is located near his home. The noise that comes from that facility affects his living and sleeping. He believes something has changed with the business and steps could be taken to reduce the noise. Susan Kaz-Borgemoen, 5107 Linda Street spoke to the Board about Oldcastle Glass which is located near her home. Open Public Hearing - Intent to Discontinue Public Right-of-Way on a Portion of Dominika Street Pursuant to Wis. Stat. §66.1003(4) Public Hearing opened at 6:24 p.m. a. He asked if the property description would change, to which Higgins stated yes. He asked if he would get the documents that say he is in conformance to which Higgins stated that the Village would write a verification letter. Update on Stillwater Landing Mobile Home Park (on recording https://youtu.be/03WhDyWGTVw?t=2474) Wodalski stated that the water main from East Jelinek to Schofield Avenue is scheduled to be replaced starting May of 2024 and should take about a month, this is dependent on weather conditions. The replacement would impact the entrance only. The replacement of the road by the Park would start around June of 2024. Pinsonneault asked why the entire road was not going to be repaired to which cost was the reason. Wodalski said that he would be working on an agreement with the Park owner with regard to repaving the entrance after the water main is repaired so that if the road does not get completed, the cost that of repaving the entrance would not be the responsibility of the Village citizens. Suzie Kuether who resides at 4311 Schofield Avenue #94 spoke to the Board and said that the owner has promised to fix the road for the past four years but never has. She was upset because the owner is making lots of income on the mobile home park but is not investing it back into the mobile home park for the residents. She is upset that he keeps promising repairs but never delivers and wants him to be held accountable. Cronin requested to see a timeline for the paving of the back of the park as what the owner has provided is not sufficient. Pinsonneault stated that he would like to see a goal between the Inspections Department and the Park Manager to get the percentage of violations fixed each month. Maloney stated that violations need to be prioritized to get the mobile home park owner violations abated first and then move forward with owners’ violations second. Motion by Cronin, second by Pinsonneault to direct staff to advise Mr. Schultz this plan is not sufficient, and he needs to provide a plan to have the entire park repaved by the end of November 1, 2024. Discussion: Higgins requested the Board to inform staff how to handle the development of this site. The Board stated that if it meets the ordinances, staff can approve. However, if it needs discussion, it should come forward for a decision. Higgins asked if it also applies to any projects the developer is not involved in. The Board stated staff would review. Higgins asked if the developer would be responsible to apply and pay for rezone hearing fees. The Board stated yes. Pinsonneault indicated that he is no longer in support of the project due to the cost. He does not feel like the Village is doing its due diligence with the project that would be being built. He would rather see the entire site developed with the thought of more money being received from the sale. Roll call vote held. Cronin stated that he did not like the proposed bill on the regulation of fowl. It calls for more fowl than in Village Ordinance, there are no limitations as far as square footage of the property outlined in the proposed bill, and it is very broad. Higgins explained that it also does not clarify if rental properties are part of the allowance as it just says residential properties. STAFF REFERRALS Pinsonneault requested the inspections department to do a follow-up on the Oldcastle Glass issue which was presented to the Board by the citizens. REMARKS FROM TRUSTEES Pinsonneault informed staff that the handicap signs that were erected looked good and that the EMPD Agreement will be coming around for approval in the future. REMARKS FROM THE PRESIDENT President Maloney stated that EMPD will be holding a meeting on 12/21/23 and that more meetings will be following.
